- Description
- The Fleet and Industrial Supply Center (FISC) Norfolk, Detachment Philadelphia intends to solicit competitive proposals for a requirement for R&D, engineering and technical services to support the U.S. Joint Forces Command?s Joint Experimentation Program (JEXP) and Joint Futures Lab (JFL) in the execution of joint concept development and exploration. The JEXP/JFL mission is to participate in the larger Department of Defense effort to craft a military force in which combatant commanders, service branches and multinational partners work in concert to develop and produce new concepts and prototypes for waging war. The contractor will provide support to the JEXP/JFL on all matters related to transformation of our nation?s joint warfighting forces. Services are to be provided in support of the following functional areas: Joint Concept Development, Joint Prototyping, Joint Deployment/Sustainment, Command Operations, Concept Exploration, Experimentation Support, Experimentation Engineering, Organizational Support and Strategic Outreach. This procurement is being processed on an unrestricted basis and will consist of a base year and four one year option periods. Performance is expected to begin on or about 1 June 2004. The principal place of performance will be in Government facilities in Suffolk, VA. It is expected that the proposed procurement will result in the placement of an indefinite-delivery, indefinite quantity type of contract with cost plus fixed fee provisions. The solicitation will require the submission of technical and cost/price proposals. The solicitation will consider technical proposals to be significantly more important the price/cost proposals. The date specified for receipt of proposals is predicated on a solicitation being issued on or about 17 December 2003 and is subject to change. All responsible sources may submit a proposal which shall be considered by the FISC Norfolk Detachment Philadelphia. Release of the solicitation will be via the Internet only. Interested parties may download the solicitation upon its release from the following website: www.neco.navy.mil. The applicable NAICS code is 541710 and the size standard is 500 employees. Numbered note 26 applies to this acquisition.
