Description
This solicitation will be available at http://ideasec.nbc.gov on or about December 22, 2003. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. This solicitation is open to both small and large businesses. The National Park Service (NPS), Golden Gate National Recreation Area (GGNRA), has identified a requirement for the preparation of a Joint Environmental Impact Statement (EIS) and Environmental Impact Report (EIR) for the Big Lagoon Wetland and Creek Restoration Project located in Muir Beach, Marin County, California, pursuant of the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA). The project site encompasses 40.9 acres at the mouth of Redwood Creek, which drains an 8.9 square mile watershed on the southwestern flank of Mt. Tamalpais. Although the entire site is within GGNRA boundary, only half of the site is owned by NPS. The remainder is owned by the San Francisco Zen Center and is part of Green Gulch Farm. A Marin county road, Pacific Way, crosses the site and crosses Redwood Creek. Reconfiguration of the road and the bridge that crosses Redwood Creek will be included in the restoration design. The EIS/EIR is expected to comply with the NEPA, NPS' Director's Order 12, NPS Organic Act (16 U.S.C. 1 et seq.), CEQA Guideline (as amended), Marin County EIR Guidelines and County process for preparation of an EIR. GGNRA has conducted NEPA scoping for the project. The scoping meeting held to fulfill NEPA requirements may fulfill CEQA requirements. Tasks under the scope of work will include but are not limited to: Describe the affected environment by utilizing provided studies and additional data as needed; present detailed descriptions of each alternative; for each alternative (including No Action alternative), evaluate and describe direct, indirect and cumulative impacts as required by the guidelines and statutes cited above; evaluate and describe mitigation and growth inducing impacts, as required by CEQA; and support NPS and Marin County staff in communicating the EIS/EIR process and outcomes to the public, the Big Lagoon Working Group and regulatory agencies. Many of the studies that will be used to prepare the EIR/EIS are or will be become available at the following websites: www.nps.gov/goga/admin/planning/big_lagoon and www.ctmpmarin.com. Type of procurement: firm fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price, with greater emphasis given to an offeror's technical capability, and will then select the contractor whose proposal represents the best value to the Government. MINIMUM TECHNICAL QUALIFICATIONS: (1) Demonstrated experience by Key Personnel in following fields: NEPA, CEQA, authoring EIS/EIR documents, natural resources, cultural resources, traffic and transportation, and visitor access and transportation. Team members should ONLY include those within disciplines needed to examine the existing studies for the impact analysis; (2) Demonstrated experience by Key Personnel working on interdisciplinary teams to develop joint EIS/EIR documents. Offeror must list examples of relevant previous work; (3) Demonstrated experience by Key Personnel with analysis of environmental impacts of similar nature; (4) Demonstrated experience by Key Personnel in managing complex, interdisciplinary projects and communicating technical information to the public; and (5) Demonstrated experience in completing CEQA documents for projects within Marin County and requiring approvals or permits issued by Marin County. Offerors that meet the above minimum technical qualifications will then be further evaluated by the following evaluation criteria. EVALUATION CRITERIA: (1) Level of professional expertise in developing joint EIS/EIR documents and analyzing impacts for EIS/EIR documents; (2) Technical adequacy and resources for addressing additional data collection, analytical tasks, or other elements that will be necessary to complete the environmental analysis; (3) Ability to manage complex projects and meet project deadlines and to prepare high quality reports and graphics; (4) Understanding of the importance of the public process in preparing NEPA and CEQA documents and demonstrated ability to communicate technical information to the public; (5) Extent and relevance of prior experience in preparing joint EIS/EIR documents; and (6) Cost effectiveness. A non-mandatory pre-proposal conference will be scheduled for this project. Date, time and location of pre-proposal conference will be identified in the Request For Proposal. The NAICS code for this procurement is 541620 and the small business size standard is $6.0 million. Time for completion, 540 calendar days following Notice of Award. This procurement is a Request For Proposal (RFP) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 15. Responses will be due approximately 30 days following issuance of solicitation.
