Description
The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns only or Small Business concerns only. The estimated value of this procurement is between $100,000.00 and $250,000.00. The small business size standard is less than 1,000 employees and the SIC is 3731. The acquisition is to dry dock and repair the USCGC HAMMERHEAD (WPB-87302) an 87-Foot Patrol Boat. The home pier of the USCGC HAMMERHEAD (WPB-87302) is located in Boston, MA. The place of contract performance for this procurement is geographically restricted from Jonesboro, Maine to Shallotte Inlet, North Carolina. The performance period is forty-two (42) calendar days and is expected to begin on or about 10 May 2004 and end on or about 20 June 2004. The scope of the acquisition is for the dry-docking, overhauling, cleaning and repairing of various work items aboard the USCGC HAMMERHEAD (WPB-87302). This work will include, but is not limited to: welding repairs, clean fuel and waste oil tanks, clean sewage and gray water collection and holding tanks, realign main engine and reduction gear, remove, inspect and reinstall propeller shafts, renew water-lubricated shaft bearings, remove, inspect and reinstall propellers, perform minor repair and recondition of propeller, preserve transducer hull rings, overhaul and renew valves, remove, inspect, and reinstall rudder assemblies, preserve underwater body, provide temporary logistics, routine dry-docking, inspect hull plating, installation of P-100 heater receptacle and preserve forward peak compartment. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. At the present time, the acquisition is expected to be issue as a small business set-aside. However, in accordance with FAR 19.1305, if your firm is HUB Zone certified, and intends to submit an offer on this acquisition, please respond by e-mail to jsnyder@mlca.uscg.mil or by fax at (757) 628-4676. In your response please include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers (c) past performance references with points of contact and phone numbers. At least two references are requested, but more are desirable. Your response is required by December 15, 2003. All of the above must be submitted in sufficient detail for a decision to be made on a HUB Zone set aside, or Small Business set-aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUB Zone small business set aside or Small Business set-aside, will be posted on FedBizOpps website at http://www.esp.gov.
