- U.S. DEPARTMENT OF COMMERCE NATIONAL OCEANIC & ATMOSPHERIC ADMINISTRATION NATIONAL OCEAN SERVICE OFFICE OF COAST SURVEY MARINE CHART DIVISION ENC MAINTENANCE REQUEST FOR INFORMATION The National Oceanic and Atmospheric Administration (NOAA) is one of several bureaus of the U.S. Department of Commerce, a cabinet level agency of the executive branch of the United States of America. In the 21st century every aspect of the NOAA mission faces new urgency given the intensifying national needs of the environment, the economy, and public safety. The NOAA role in facing these challenges is to assess and predict environmental changes, protect life and property, provide decision makers with reliable scientific information, manage the Nation's living marine and coastal resources, and foster global environmental stewardship. VISION - To move NOAA into the 21st century scientifically and operationally, in the same interrelated manner as the environment that we observe and forecast, while recognizing the link between our global economy and our planet's environment. MISSION - To understand and predict changes in the Earth's environment and conserve and manage coastal and marine resources to meet our Nation's economic, social, and environmental needs. MISSION GOALS - 1) Protect, restore and manage the use of coastal and ocean resources through ecosystem-based management. 2) Understand climate variability and change to enhance society's ability to plan and respond. 3) Serve society's needs for weather and water information. 4) Support the Nation's commerce with information for safe, efficient, and environmentally sound transportation. National Ocean Service (NOS) The NOS mission is to manage society's uses of coastal ecosystems t sustain their natural resources and services. With nearly 1200 employees and a budget of $500 million, the NOS ranks fourth in size among the five NOAA line offices. Described as a "national leader for coastal stewardship" and "the primary Federal agency working to preserve the nation's coastal resources through observation, measurement, assessment, and management," NOS helps to meet the challenges facing U.S. coastal regions. NOS has the widest range of coastal program responsibilities and missions of any Federal agency. By taking an integrated approach to coastal issues, NOS addresses the complexities of the coast. As the Federal partner to the 34 coastal states and territories under the Coastal Zone Management Act, NOS is responsible for the 95,000 miles of U.S. coastline. NOS administers the world's largest system of marine protected areas. NOS is the Nation's natural resource trustee in the event of major offshore oil spills, and supports a wide range of research, including the forecasting of natural hazards such as the onset of harmful algal blooms or red tides, to better understand and advance the sustainable use of coastal resources. NOS is active in mapping U.S. coral reefs, monitoring coral reef health, and supporting state and territorial efforts to protect local reefs. NOS provides critical navigation services to the maritime community - nautical charts and products, hydrographic and shoreline data, accurate positioning data, and real-time/forecast water levels, tides and currents conditions. Office of Coast Survey (OCS) The Office of Coast Survey (OCS) manages the NOAA nautical charting and nautical data collection and information programs. The Office manages an integrated suite of programs in hydrography and cartography. It operates interactively to help protect both life and property, support economic growth and development, and protect the environment in support of the overall mission to promote safe navigation. The Office collects and evaluates marine hydrographic and other navigational data; determines requirements for and conducts a national program of nautical charting; constructs and maintains nautical charts, Coast Pilots, and related marine products for the nation. It directs field programs for ship and shore based hydrographic survey units; develops hydrographic survey specifications; conducts technological development and application programs to increase efficiency in survey data acquisition; data processing, and chart production; and carries out research to develop techniques and methods for accomplishing these objectives. The Office develops long-range program plans and objectives for marine charting, data base management and utilization, data dissemination, and related marine and coastal products and services. Marine Chart Division The Marine Chart Division manages the national database of nautical charting and marine mapping information, the aggregation of information from external sources for database maintenance and the production of charting products. As a part of this mission, the Marine Division performs the following functions: 1) Promotes, directs and monitors the transition from traditional charting technologies to a more fully digital operation. 2) Directs the development of new nautical products and promotes and maintains communication with users. 3) Manages personnel and resources, and fosters efficiency. It represents U.S. civil mapping and charting interests to the general public and other private, public and international organizations. 4) Authorizes changes in standards and specifications. The National Oceanic & Atmospheric Administration (NOAA) intends to procure the maintenance of Electronic Nautical Charts (ENCs). The maintenance to be procured includes all that is necessary to evaluate source material for ENC applicability, revise charted features from source material, resolve spatial conflicts, and maintain records of all revisions and updates made to the ENCs. A Statement of Work is attached. Award of a single Firm Fixed Price contract is contemplated for a period of sixty months. Interested firms shall provide a written response to this request no later than noon in Silver Spring, Maryland on January 2, 2004. The response shall be submitted electronically in MS Word to Linda.D.Brainard@noaa.gov and in paper version to Linda D. Procedures for acceptance of charts and payment. E. Other Firms must submit a complete response. An original and four copies shall be submitted as well as the electronic version in MS Word. A one page letter shall cover the response signed by an individual authorized to commit the firm. The electronic version shall be in the form of an email with one attachment. That single attachment shall contain all content and shall be sized less than five megabytes. The Government will not be liable for any costs incurred in response to this request. Each response shall be on 8-1/2 x 11-inch paper, in a commercially standard font, not smaller than size 10 (excluding separately created artifacts included within the text). The response shall be secured by simple stapling with the cover letter as the first page and shall not contain any elaborate binding. Each page in the response shall be separately numbered in Arabic numerals. A page of paper printed on both sides is considered as two pages (if using double-sided pages, the front side would be page 1, the reverse side would be page 2). The response shall not include brochures, newsletters, or other marketing materials uniquely created for this procurement. Elaborate artwork and expensive paper, bindings, visual or other presentation aids are discouraged. The responses to this Request for Information will form the basis for identifying potential sources and the determining the most appropriate method of acquisition. Brainard, at Linda.D.Brainard@noaa.gov NATIONAL OCEANIC & ATMOSPHERIC ADMINISTRATION NATIONAL OCEAN SERVICE OFFICE OF COAST SURVEY MARINE CHART DIVISION ENC MAINTENANCE -- SCOPE OF WORK The Contractor shall maintain Electronic Nautical Charts (ENC) including: 1) Evaluate Source for Electronic Nautical Chart (ENC) applicability; 2) Revise charted features from source; 3) Resolve Spatial Conflicts, and 4) Maintain records of all revisions and updates made to the ENCs. 5) Perform compilation 6) Perform Quality Control The tasks required in the application of data include: 1) Transformation of data to applicable formats; 2) Selection of appropriate data for compilation; 3) Deletion, addition and revision of chart features; 4) Resolution of spatial conflicts; 5) Restoration of chart features; 6) Full attribution of the data to current S-57 specification, and 7) Preparation of records and reports to track and validate production. 8) Quality Control of work performed to NOAA standards Specifications Transformation of Data. All evaluated data shall be transformed to the appropriate formats to enable application to the ENCs. Selection of Appropriate Data for Compilation Appropriate data shall be selected for application from evaluated source material in accordance with all special instructions, and specifications and standards contained in the Nautical Chart Manual, Chart No. 1, and the International Hydrographic Organization (IHO) Transfer Standard for Digital Hydrographic Data, Special Publication S-57. All selected data shall be applied to the appropriate vector files, by performing the following charting actions: 1) Deleting charted features that have been superseded, disproved, or removed; 2) Adding new or superseding chart features; 3) Revising existing chart features; 4) Restoring previous chart features; 5) Performing full application of attribution to the feature(s). Deletion of Chart Features. When necessary, existing chart features shall be deleted by: 1) Removing the affected feature from the vector file. 2) Restoring chart features (See following subparagraph on restoration of chart features.) Addition of Chart Features. New chart features(s) shall be added by: 1) Selecting the correct feature type(s) to portray the feature based on information provided in the source document; 2) Applying the chart feature(s) on the appropriate vector file. 3) Performing full application of attribution to the feature(s). Revision of Chart Features. When necessary, existing chart feature(s) shall be revised by: 1) Selecting the correct feature type(s) to portray the feature based on information provided in the source document; 2) Deleting superseded portions or features associated with the feature(s); 3) Adding new portions or features associated with the feature(s); 4) Restoring chart features (see following subparagraph on restoration of chart features.);and 5) Performing full application of attribution to the feature(s). Restoration of Chart Features. Chart features shall be restored in areas where a feature is deleted and no new chart features are to be added. Preparation of records and reports to track and validate production An entry shall be completed for each item of source material applied or application action performed on the appropriate vector files in the respective chart history, according to the specifications and standards contained in the Nautical Chart Manual. Quality Control of work performed to assure meeting NOAA standards All Contractor-selected data for compilation on vector files shall be evaluated for acceptance based on all special instructions, specifications and standards contained in the Nautical Chart Manual, Chart No. 1, and the International Hydrographic Organization (IHO) Transfer Standard for Digital Hydrographic Data, Special Publication S-57. Deliverables The Contractor shall deliver all updated and revised vector files for each chart. The Contractor shall provide the vector files meeting the specifications and standards contained in the Nautical Chart Manual, Chart No. 1, and the International Hydrographic Organization (IHO) Transfer Standard for Digital Hydrographic Data, Special Publication S-57. Acceptance Contractor-selected data for compilation on vector files will be evaluated for acceptance based on all special instructions, specifications and standards contained in the Nautical Chart Manual, Chart No. 1, and the International Hydrographic Organization (IHO) Transfer Standard for Digital Hydrographic Data, Special Publication S-57. All errors identified will be returned to the Contractor for corrections.
