Description

NA The project is a design/build of the Upgrade National Radar Cross Section Facility, White Sands Missile Range, New Mexico. Competition for this acquisition is restricted to eligible 8(a) contractors with a bona fide location in New Mexico that are capable to perform under NAICS Code 236220/SIC Code 1542, with a size standard of $28,500,000.00. All other firms are deemed ineligible to submit offers. The magnitude of construction is between $1,000,000 and $5,000,000. Bonding will be required for this acqu isition. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about December 19, 2003, with proposals due on or about January 30, 2004. This solicitation will not be issued on paper. The project consists of the design and construction of two 10,000 SF pre-engineered target preparation facilities to include overhead bridge crane and hangar entry doors and a 3,600 SF pre-engineered administration facility. The project also includes an o ption for a guard house at the front entrance to the site. Site work includes three new septic systems, dumpster enclosures, sidewalks, POV parking, lighting and miscellaneous road construction and demolition of the existing guard house and buildings 5001 and 5012. The project requires relocation of utilities, handicap accessibility, landscaping, automatic irrigation system, grading, and support utilities (including water, electricity, gas, sanitary and storm sewer, communications and data cable, conduits and coordination). This project will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. Proposed procurement will result in a fixed-price contract. Bidders must be registered with Central Contractor Registration (CCR), in order to receive a Government Contract award. To register, the CCR Internet address is: http://www.ccr.gov. Additionally a paper form for registration may be obtained from the DoD Electronic Commerce Information Center at 1-800-334-3414. This solicitation will be issued using electronic bid sets (EBS) and provided on compact disks-read only (CD-ROM) at no charge to all registered plan holders. Any prospective offeror interested i n proposing on this solicitation must register to be placed on the Plan Holders List. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Bidders shall self-r egister themselves on the Internet. THE REGISTRATION PROCEDURE IS AS FOLLOWS: At the Albuquerque District Contracting Division home page at web site, http://www.spa.usace.army.mil, find Doing Business With Us and click on Advertised Solicitations. On th is screen that is entitled, EBS Albuquerque District, click on the solicitation number you are interested in. On the following screen, find Solicitation Registration, and click on Register For This Solicitation. If you have not previously registered, cli ck on New User and follow the instructions for Login Information. This will require you to establish a user name and password. The same user name and password may be used to register for other projects in the system without having to repeat the entire re gistration process.
