Description
NA The purpose of this amendment is to correct the e-mail address of the POC: laura.stiegler@hnd01.usace.army.mil. The U.S. Army Engineering and Support Center, Huntsville, Alabama has a requirement for Engineering Services for the Electronic Technology Systems Center, Electronic Security Systems (ESS) and Utility Monitoring and Control Systems (UMCS). The Contractor shall provide world-wide UMCS, ESS, security engineering, and other related electronic systems engineering services for, but not limited to: cost estimating; preparing, reviewing and validating technical data; vulnerability assessments; forc e protection surveys; conducting site investigations; assessing field conditions; participating in factory pre-delivery and field tests; inspecting equipment installations; providing program and project management support; training support; and other techn ical and programmatic support. Special equipment may be purchased as required for technical and program support. This acquisition may require the handling and generation of classified information. Security requirements appropriate for each site will be d elineated in each individual task order. The Contractor will be required to meet the Industrial Security requirements of the National Industrial Manual (NISPOM) for Safeguarding Classified Information (DOD 5520.22M). The Contractor shall have or be capab le of obtaining a facility clearance through SECRET. All key personnel designated for work, must have or be able to obtain personnel clearance of SECRET. Some individuals may be required to obtain a level higher than SECRET. Fulfilling individual requir ements for supplies and services will be achieved under the procedures of Federal Acquisition Regulation, Part 16.505(b) (Orders under multiple award contracts), by the implementation of task orders issued under the proposed contracts. The proposed contra ct type is an indefinite delivery/indefinite quantity (ID/IQ), using firm fixed price (FFP) and time and materials (T&M) task orders. A single solicitation is proposed for award of multiple contracts. It is anticipated that up to three ID/IQ contracts wil l be awarded to qualified small business concerns in an estimated amount of $24 million dollars. The place of contract performance is CONUS and OCONUS. Fair Opportunity requirements under Section 803 of Public Law 107-107 and implementing DFARS guidance w ill be utilized with award of task orders under the resulting contracts. The most applicable North American Industrial Classification System Code (NAICS) is 54169, Other Scientific and Technical Consulting Services, with a small business size standard of $ 6M. The agency will apply FAR 52.219-14 on assessing whether a small business concern is eligible under a small business set aside. Offerors responding to this announcement shall reference DACA87-03-R-0020. The solicitation will be released electronically through the Internet at http:www.hnd.usace.army.mil/EBS/ AdvertisedSolicitations.asp on or about August 6, 2003 and will close on or about September 8, 2003. All responsible sources may submit a proposal which shall be considered by this agency. In accordance with DFARS 204.7302, prospective contractors must b e registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of an offeror will make an offeror ineligible for award.
