Description
The Office of Justice Programs (OJP), U.S. Department of Justice, will issue a request for proposals (RFP) for Office of the Comptroller (OC) Control Desk and Other Office Administrative Services. These services are currently being performed by Vistronix, Inc., 1320 Old Chain Bridge Road, Suite 440, McLean, VA 22101 under a GSA Schedule blanket purchase agreement no. OJP2003BF_023. The services required are categorized under seven tasks, as follows: (1) Operation of the OC Control Desk; (2) Receiving and Distribution of Mail; (3) Maintenance of Official Grant Files; (4) Control of Application / Grant Activities; (5) File Maintenance and Data Entry of Application Files; (6) Support Services for the Office of Congressional and Public Affairs (OCPA); and (7) Operation of the Community Oriented Policing Services (COPS) Control Desk. The estimated level-of-effort is approximately 60,000 hours per year, primarily consisting of General Clerk I, II, III, and IV level staff, eight of which must possess basic accounting or bookkeeping skills as well as clerical / data entry skills. This RFP will be issued as a 100% small business set-aside limited to small businesses located within a 50 mile radius of Washington, D.C. 20531. The applicable North American Industry Classification System (NAICS) code is 561110, Office Administrative Services, and the size standard is $6,000,000 average annual sales. The resulting contract will be performance-based, indefinite delivery, indefinite quantity type, on a time-and-materials (T&M) basis. The contract will comprise one base-year and four one-year option periods. The RFP is anticipated to be issued on or about December 15, 2003. The anticipated closing date is January 30, 2004. A walk through of the OJP facilities where services are performed will be conducted after issuance of the RFP, but not before January 5, 2003. A "best value" award will be made after an evaluation of technical capability, past performance, and price. Interested vendors must send the above Contracting Officer a formal e-mail request and include their company name, address, point of contact name, e-mail address, and telephone number. All responsible small business sources within a 50 mile radius of Washington, D.C. 20531 may submit a proposal.
