Description
This is a combined synopsis and solicitation for the following commercial items, Item Description: Request for non-personal to provide the following service: Re-certification, Steam Boiler; Evaluation and testing on two (2) each Burnham Steam Boiler and their auxiliary equipments; Submit outline of the findings to include NDT test results, calculations, and written statements after completion; Apply appropriate re-certified stamp to the equipment and provide related paperworks. Refer to Statement of Work on the bottom of the soliciation. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F1SXLL33260100. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-16 and Defense Acquisition Circular 91-13. North American Industrial Classification Standard 811310 , Size Standard, 5 million dollars, applies to this procurement. FOB: Destination for delivery to Unit 5135 Bldg 706, Camp Kinser, Okinawa, Japan 96368-5135. The following provisions and clause apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this solicitation. Quotes will be evaluated on price related factors only. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-42, Statement of Equivalent Rates for Federal Hires 52.222-48. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following clauses, cited are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act, applies to this solicitation. All quotes must be emailed to A1C Jason Crockett at Jason.crockett@Kadena.af.mil . Quotes are required to be received no later than 12:00 PM JST, Monday, December 22, 2003. STATEMENT OF WORK 1. DESCRIPTION OF SERVICES: Provide comprehensive evaluation/testing on two BURNHAM STEAM BOILERS and their auxiliary equipment. This equipment is covered and has been stored outside. It has had some exposure to the weather and Okinawa’s salt air condition. The boilers and auxiliary equipment shall be evaluated and tested electrically, mechanically and structurally to determine if they are still in compliance with the applicable code and standards that they were built by. The equipment is located at Marine Corps Base, Camp Kinser, building 706, Okinawa Japan. 2. SYSTEMS TO BE EVALUATED: Nomenclature: Burnham Steam Boilers, Model 5P-500-50-O-IC- 2 each Rating: 500 Boiler HP Construction Type: 150 ASME Construction, 3- Pass Wet Back Horizontal Fire Tube Marine Stationary Boiler Constructed per ASME Section 1. Fuel System: #2- Fuel Burner Operation Type: Full Modulation Power: 208 V, 3 phase, 60 cycles Control: 120 V, 1 phase, 60 cycles 3. CERTIFICATION: Only firms holding an appropriate American Society of Mechanical Engineers (ASME) Certificate of Authorization or a National Board Inspection Code (NBIC) (R) stamp shall perform the evaluation and testing. After the evaluation and testing has been completed, a qualified engineer shall provide an outline of the findings to include NDT test results, calculations and written statements. If repairs are required, a plan of action shall be provided. Only repair firm holding a NBIC (R) stamp shall repair and re-certify the boilers and the auxiliary equipment. After the required repairs are performed, the equipment shall be re-certified with the (R) stamp applied to the equipment and related paperwork provided. Any repair to the safety valves shall require the NBIC (VR) stamp. 4. APPLICABLE CODES: American Society of Mechanical Engineers (ASME) Boiler & Pressure Vessel Code, CSD-1 & B31.1 The National Fire Protection Association (NFPA) National Board Inspection Code (NBIC) Other codes and standards as they would apply to the construction of this equipment
