- Description
- The National Institute on Deafness and Other Communication Disorders, National Institutes of Health, intends to negotiate with the University of Massachusetts to develop a language assessment tool for preschool children who speak Black English. This action represents an expansion of an ongoing contract, Contract No. N01-DC-8-2104, "Development and Validation of a Language Test for Children Speaking Non-Standard English: A Study of Children Who Speak Black English," which requires the development of a language assessment tool for school-aged children. Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. The University of Massachusetts has demonstrated a unique capability to provide the particular research proposed.
