- NA The US Army Contracting Agency, Information Technology, E-Commerce and Commercial Contracting Center (ITEC4) on behalf of the Joint Tactical Radio System (JTRS) Program Office intends to procure under competitive solicitation W91QUZ-04-R-0009 a SCA-complia nt, software-based implementation of the following waveform capability: APCO Project 25 Public Safety Land Mobile Radio Subscriber Unit. The contract requirement is to design, develop, test and deliver a SCA-compliant waveform application that is portabl e (i.e, can be hosted onto future JTRS Radio Sets) and that is easily maintained and upgraded. This waveform application comprises operational elements of an affordable interoperable, re-configurable communications system and will be portable across opera ting systems (OS) and core framework (CF) implementations. The delivered waveform application will accurately implement the waveform requirements and performance characteristics specified in the solicitation. It is a contract requirements that when runni ng on a SCA-compliant environment, the waveform application is interoperable with legacy systems and other JTRS systems running the same waveform application. It is anticipated that the RFP will be available on or about 2 January 2004 for downloading. Pr oposals will be due 45-days from issuance.
