Description
Background: The Department of Energy (DOE) National Nuclear Security Administration (NNSA) owns and operates an on-site steam generation plant to serve facilities and processes at the Y-12 National Security Complex (NSC) at Oak Ridge, Tennessee. This existing plant is approaching the end of its useful service life and is in need of upgrade/replacement. DOE is exploring the possibility of purchasing steam from a private service provider as an option to continued self-generation. To assess the interest and determine the technical and economic feasibility of outsourcing, NNSA is seeking expressions of interest from responsible sources that have the capability to finance, construct, operate and maintain a facility. Depending on the outcome of this assessment, a Request for Proposal (RFP) may follow. Project Description: The selected service provider will be responsible for the financing, design, procurement, construction, operation and maintenance of a new steam generation system located on or adjacent to the Y-12 site. The government will consider selling/leasing land in the proximity of the Y-12 NSC to the service provider. The service provider will be responsible for obtaining all necessary permits and for compliance with all applicable federal and state laws and regulations. The service provider will also be responsible for the fuel procurement, delivery and storage and for the management and disposal for all waste including ash, wastewater, etc. The service provider will be required to provide physical security for the steam generating plant in accordance with applicable DOE requirements. DOE will not directly reimburse the service provider for the capital investment needed to finance, design, and construct the facility. The service provider will recover its capital investment plus all operating expenses through the sale of steam to the Y-12 NSC. Brief Technical Description: The steam generation system will supply steam to the Y-12 complex at 235 psig and 500 OF. Delivery rates will vary from 450,000 pounds/hour in the winter to a low of 60,000 pounds/hour in the summer. Consumption by Y-12 is currently 1,300,000,000 pounds/year, but is expected to drop by 25 to 30% over the next 15 to 20 years. The distribution of steam within the Y-12 complex will remain the responsibility of the Government. The Government will return a portion of the condensate to the steam generation plant. The contract will include measurable service standards covering the quantity and quality of the delivered steam, the availability and reliability of the steam generating system, and response and resolution times for detecting and correcting failures in the service. The availability of the steam service is expected to be 0.9995 or greater. The service provider will be required to measure and report performance. The service contract will include appropriate guarantees to ensure the Government that performance risks are adequately managed.
