Description
Indefinite quantity contract to provide full service supplemental Architect/Engineer services based on, but not limited to: The issuance of work orders for the preparation of designs, plans, specifications, estimates, record drawings, miscellaneous studies and reports, surveys and construction inspection services for projects within the geographic borders of the states of Minnesota and Wisconsin. Projects may involve work in specialty areas such as alterations in historic buildings or asbestos abatement work. Services may include assisting the GSA staff in in-house design and construction inspections. Other construction related services, which may be awarded, include land surveys, material testing services (including concrete, structural steel, soils testing, comprehensive subsurface investigations and structural studies of existing buildings). Disciplines and services required may include architectural, electrical, mechanical, structural, civil engineering, communications, energy conservation, cost estimating, elevator design, fire-safety and hazardous material consultant services. Expertise in the areas of space planning and green/sustainable building design is also desired. It is preferable that the key specialties (architectural, mechanical and electrical) be contained within the primary firm?s office. The duration of the base contract will be one (1) year. The contract will include a provision for four (4) options, each of which could extend the contract for an additional one (1) year period and may be exercised at the option of the Government. The maximum order limitation is $750,000 for each one-year period. The following have been identified as potential projects to be accomplished under this contract: (1) Renovate U.S. District Court Judges Chambers (2) Garage concrete repairs; (3) HVAC renovation and new direct digital control system. Projects of a similar nature may be substituted or added to the contract. The selected firm must negotiate overhead and profit rates and hourly rates for anticipated disciplines for use in negotiating fixed price work orders. For projects with an estimated construction cost of $750,000 or less, the Government may use the fixed price amounts provided in the Supplemental A/E Lookup Table provided during initial contract negotiations. The Government, however, reserves the right to award a contract based on negotiated overhead, profit, and hourly rates only, as well as to use those rates for work orders which do not fall within the scope of the Lookup Table. Consideration will be limited to firms having an existing active design production office within the geographic borders of the states of Minnesota or Wisconsin. Each joint venture must have an existing active design production office within the designated geographic limitations. Joint venture or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality design effort. In addition, all firms and their consultants must: (1) have in house CADD capabilities (compatible with the latest version of AutoCad) and; (2) use AIA Masterspec as the basis for developing the construction contract documents. For Division 15 and 16 specification sections, the Architect/Engineer shall develop his/her own specifications edited to the full extent necessary for each specific project. Any available specifications (AIA, Navy, Military, NASA, etc.) may be used as a guide in developing the individual specifications for Sections 15 and 16; the specifications, however, shall be prepared using the AIA Masterspec format. GSA will provide all division 15 and 16 specifications covering sprinklers and fire alarm systems. These GSA specifications must be used, (3) have familiarity with Microsoft Project Software Program. Selection to be based upon: (1) Project Team, including key personnel with commitment to projects and qualifications and relevant experience as individuals and as a team; (2) Design Management/Organization, including project management planning, coordination, scheduling, cost control methods, production facilities, capabilities and techniques for both design projects and construction inspection; (3) Design Ability/Potential, including visual and narrative evidence of team's ability with respect to innovative design solutions; (4) Demonstrated Design/Construction Experience, including demonstration of past performance of similar types of services on similar projects, including work on historic structures. Firms shall submit Original Standard Forms 254 and 255, which are available electronically under Online Forms at www.gsa.gov. Responses must be received by GSA, 230 S. Dearborn St., Room 3324, Mail Stop, 33-3, Chicago, IL, 60604, not later than thirty (30) calendar days from the date of this notice, Thursday, December 18, 2003, by 3:00 P.M. (CST). If the 30th day falls on a Saturday, Sunday, or U.S. Government holiday, the deadline will be 3:00, P. M. (CST) of the next Government business day. This is a small business set-aside procurement. The NAICS Codes are 541310 and 541330. The Small Business Size for both codes is $4 million. For the purposes of this procurement, any concern will be classified as small business if its average annual gross revenue for the preceding three fiscal years does not exceed the small business size standard listed above. A follow up listing of firms to be interviewed will appear in this publication. This is not a Request for Proposal. Information regarding the solicitation cited above can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard Sensitive But Unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as FedBizOpps and the Central Contract Registration (CCR) database, and is available for use by all Federal agencies. In order to obtain information from FedTeDS, you will first be required to register with CCR. The CCR database is a part of the Business Partner Network, an e-gov initiative, and will then be used to validate vendor identity. Effective October 1, 2003, all government contractors must be registered in CCR prior to receiving an award. You may access CCR at the following URL www.bpn.gov. Once you have registered with CCR you will be registered with FedTeDS. No federal materials can be downloaded until you have registered under both sites. You may access FedTeDS via the following URL https://www.FedTeDS.gov. You will then be required to access the vendor registration form by selecting the hyperlink entitled ?Register with FedTeDS? and then choosing the ?Vendor Registration Form? hyperlink. At a minimum all vendors must supply the following information: Your company?s Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN) (you can get this from your company?s CCR point of contact); your company?s DUNS Number or CAGE Code (contact Dun & Bradstreet (D&B) at 1-800-333-0505 if you do not have a D&B Number); your telephone number and your e-mail address.
