Description
This is a Section 8(a) competitive acquisition limited to eligible 8(a) concerns under subpart 19.8. NAICS code: 541330 applies. Note, this requirement was previously synopsized under DTCG23-02-R-D02001 which should no longer be referenced; all information on this requirement will be referred to under the Solicitation Number shown herein. The U. S. Coast Guard has a requirement for the contractor to manage the U.S. Coast Guard?s Recreational Boat Factory Visit Program. Services will be required for the nation?s approximately 4,000 boat manufacturers. The contractor shall adopt current or establish new procedures, requirements and policies for program management, inspector certification and re-certification and program documentation. The contractor shall adopt current or develop new factory visit report format. The Government will provide the outline of essential elements of a Factory Inspector training program and a database of completed factory visit reports. The contractor shall designate a Project Manager responsible for project management and oversight. The contractor shall employ a sufficient number of qualified Factory Inspectors to accomplish the required 2,000 annual factory visits. The contractor shall develop and implement certification training to assure Factory Inspectors are thoroughly familiar with pertinent regulations and voluntary standards. The contractor shall establish annual re-certification training for Factory Inspectors. The contractor shall maintain the database of factory visit reports. A Firm-Fixed-Price contract is anticipated. The Period of Performance will consist of a Base Year and four (4) Option Years. It is anticipated that the Request For Proposal (RFP) will be issued on or about 30 December 2003, with proposals due 30 days after issuance of the RFP.
