Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Far Subpart 12.6 as implemented w/additional information included in this notice. This announcement constitutes the only solicitation. The reference number is DEA-04-HR-0003. The solicitation document and incorporated provisions and clauses are those in effect through the FAR Circular 2001-17. The NAICS is 721110. The DEA intends to issue a purchase order under the test program described in FAR 13.5. The provisions at 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items are applicable to this acquisition The Drug Enforcement Administration (DEA) is seeking facilities for training assessors and for administering assessment centers. The proposal representing the best value will be determined by the following evaluation criteria in descending order of importance: price; ability to meet the Government?s hotel requirements as set forth below; size, location and soundproofing of the meeting space; and number and type of food selections. The numbers for both meetings are estimates and may change by as much as fifteen percent. In addition the ending dates may be adjusted once the final count of participants is received. With regard to guestrooms, the dates listed below represent check in and check out dates, i.e., March 1-3 refers to a two-night stay with a check in of March 1 and check out of March 3. HOTEL REQUREMENTS FOR MARCH 2-12, 2004 Training and Testing Rooms 1. Specify the hotel?s standard check in and check out times, as well as any late check out times and applicable charges. Address the hotel?s cancellation policy with regard to guest rooms. 2. March 2-4, one conference room with partition which can accommodate a training class of 32 individuals or two training classes of 16 individuals each. The partition will be open on March 2-3 at 8:00 a.m., with the tables in a classroom arrangement. Rooms must be reasonably soundproof, such that a normal speaking voice cannot be heard in the adjoining room when the divider is closed. Any adjoining conference rooms must be separated by a wall, not a divider. The rooms must be secured each evening after rooms are cleaned. 3. March 5 and March 8-12, two conference rooms; each room is to accommodate 10 people in a classroom arrangement of six-foot tables, 2 chairs per table. 4. March 4-13, an entire floor that is reserved entirely for DEA's use. Entire floor must be non-smoking. Pets must not have been allowed on the floor. Rooms must be soundproof, such that a normal speaking voice cannot be heard in an adjoining room. Top floor is preferred. Floor must have between 15 and 30 rooms. DEA will pay for 12 rooms. Persons not affiliated with the ongoing assessment center must not be placed on the secured floor; this includes DEA personnel not on the submitted rooming list provided by the Contracting Officer?s Technical Representative (COTR). 5. March 4-13, one of the 12 rooms will be used as an office, requiring any beds to be removed and the walls lined with six-foot tables and six chairs. 6. March 4-13, another of the 12 rooms will be a break room for the assessors, requiring beds to be removed and chairs lining the walls. 7. March 4-13, the remaining 10 of the 12 rooms must contain a table and three banquet chairs, and have adequate lighting for videotaping. King sized beds in these 10 rooms must be removed; if double beds, one must be removed. All changes to the room setup must be completed before check in time on the start date. 8. March 1 - March 13, all remaining rooms on the secured floor will be sleeping rooms, paid for by individuals. Some individuals may wish to check out for the weekend. In these cases, billing is transferred to DEA for the nights the individual is away, so that the security of the floor will be maintained. Once the individual checks in to the room again, the billing will revert back to the individual?s credit card. DEA will not cover charges incurred for sleeping rooms when the hotel fails to obtain a valid credit card upon arrival. DEA will cover room charges when there are rooms not being occupied as either role play or sleeping rooms, in order to maintain a secure floor, unless the hotel assigns an assessor to a sleeping room on another floor. 9. Housekeeping will only be permitted on the secured floor during certain hours to be determined later by the COTR. 10. Proposals must include a layout of the hotel facilities. Food (Submit only a single catering package that incorporates all of the following specifications): 11. March 2-4, breakfast, lunch, and snacks for 30 people. a. Breakfast each day will be set up at 8:00 a.m., and not removed before 11:00 a.m., in the conference room and will consist of bagels, pastries, muffins, fruit, juices, water, and coffee. Coffee will be refreshed throughout the entire day. b. Lunch will be served at approximately 12:00 p.m. in the restaurant. Assessors will be allowed to choose either a limited menu item (limited menu to include both hot and cold, as well as vegetarian, selections) or a buffet. Lunch orders will be submitted to the catering manager each morning by 10:00 a.m. Limited menu must be submitted with your proposal. c. Snacks will be served at 2:30 p.m. outside the conference room each day. Selections will include two of the following each day: brownies, chips and dip, tortilla chips and salsa, popcorn, or soft pretzels, along with water and sodas. 12. March 5 and March 8-12, breakfast, lunch, and snacks for 40 people. a. Breakfast for 22 people (candidates) will be set up each day at 7:00 a.m., and not removed before 11:00 a.m., outside the conference rooms and will consist of bagels, pastries, muffins, fruit, water, juices, and coffee. Coffee will be refreshed throughout the entire day. b. Breakfast for 26 people (assessors) will be set up each day at 8:00 a.m., and not removed before 11:00 a.m., in the assessor break room and will consist of bagels, pastries, muffins, fruit, juices, water, and coffee. Coffee will be refreshed throughout the entire day. c. Lunch for 22 people (candidates) will be served outside the conference rooms or in a section of the restaurant away from the assessors. It will consist of two hot entrees. The candidates will eat in 2 groups of 12: the first group around 11:30 a.m., and the second around 12:30 p.m. DEA personnel will be notified before buffet is removed. d. Lunch for 26 people (assessors) will be served around 12:00 p.m. in the restaurant. Assessors will be allowed to choose either a limited menu item (limited menu to include both hot and cold, as well as vegetarian, selections) or a buffet. Lunch orders will be submitted to the catering staff each morning by 10:00 a.m. e. Snacks for 20 people (candidates) will be served at 2:30 p.m. outside the conference room each day. Selections will include two of the following each day: brownies, chips and dip, tortilla chips and salsa, popcorn, or soft pretzels, along with water and sodas. f. Snacks for 26 people (assessors) will be served at 2:30 p.m. in the assessor break room each day. Selections will include two of the following each day: brownies, chips and dip, tortilla chips and salsa, popcorn, or soft pretzels, along with water and sodas. Location/Transportation 13. The hotel must be located within 10 miles of either the Dulles International or Reagan National Airport. Transportation to the airport for up to 15 individuals each day March 4-13. Transportation from lodging at 7:20 a.m. for up to 15 individuals, and transportation to lodging at 5:15 p.m. for up to 10 individuals per day March 5 and March 8-12. Candidates will be staying within 5 miles of the testing site. Other 14. There must be no remodeling, construction, or painting in process during the scheduled testing dates. 15. March 1-5 and March 8-12 parking for up to 30 individuals from 7:00 a.m. to 6:00 p.m. 16. Audio-visual, phone, fax, and copying services as needed; include a price list for these services. A table, three chairs, and a phone will be required at a reception table outside of the conference rooms. 17. A complete listing of the previous day?s charges will be provided to the COTR each day. 18. Proposal will include a list of all contact persons at the hotel, e.g., General Manager, Sales Manager, Catering Coordinator, etc., and their phone numbers. 19. After contract award, questions regarding logistics or billing must be directed to the COTR only. Coffee will be refreshed throughout the entire day. h. Breakfast for 40 people (assessors) will be set up each day at 8:00 a.m., and not removed before 11:00 a.m., in the assessor break room and will consist of bagels, pastries, muffins, fruit, juices, water, and coffee. Coffee will be refreshed throughout the entire day. i. Lunch for 32 people (candidates) will be served outside the conference rooms or in a section of the restaurant away from the assessors. It will consist of two hot entrees. The candidates will eat in 2 groups of 12: the first group around 11:30 a.m., and the second around 12:30 p.m. DEA personnel will be notified before buffet is removed. j. Lunch for 40 people (assessors) will be served at 12:00 p.m. in the restaurant.
