- Description: This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (HUBZONE 8(a), 8(a), HUBZONE, SMALL, SMALL DISADVANTED AND LARGE BUSINESS) relative to NAICS Code 561612 (Size Standard 10.5 M). Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions- See submittal requirements below. After review of the responses to this sources sought announcement, a solicitation announcement will be published in the BOS. Responses to this sources sought announcement will not be considered as an adequate response to the forthcoming solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this sources sought announcement. The Central Arkansas Veterans Healthcare System is seeking sources for a potential contract to provide Law Enforcement/Security for the VA Drop ?In Day Treatment Center. Program Description The VA Drop-In Day Treatment Center is a freestanding outpatient clinic that is centrally located in downtown Little Rock. This center is uniquely designed to provide a variety of mental health, medical, and social service programs for ?street homeless? clients. This center serves as the home base to four separate specialized homeless projects with a combined total of 13 employees and two shared employees from VA and community partnership programs. Program clinicians see an average of sixty-five clients per day. In regards to clinical diagnosis, approximately 95% of the clients served have either a mental health and/or substance abuse diagnosis. Eligibility Requirements Individuals filling this position must be certified law enforcement officers, be licensed to carry a weapon and have arrest authority. The contractor shall be licensed, permitted and in compliance with the State of Arkansas. The contracting agency must have experience executing VA/Government Contracts. Principal Duties and Responsibilities 1. Monitoring the perimeter of the facility for disturbed behaviors, loitering or drug activity; 2. Limiting access to the building for non-veterans; 3. Screening individuals entering the facility for drugs, weapons or other forms of contraband; 4. Assisting with morning check-in; 5. Monitoring safety in the facility; 6. Assisting staff with managing disruptive behaviors; 7. Ensuring that no personal bags or belongings are left in the building and that no unattended or unauthorized vehicles are on the parking lot; 8. Co-facilitating the legal advocacy group. Responses to this notice should include company name, address, point of contact, Cage Code, size of business pursuant to the North American Industrial Classification System (NAICS) standard 561612, with a size standard of $10.5M and must respond to the following questions: (1) Is your business a large or small business in relation to the NAICS standard? (2) If small, does your firm qualify as a small emerging business, or a small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm certified as ?hubzone?? (5) Is your firm woman-owned or woman-operated business? (6) Is your firm a Service-Disabled Veteran Owned and/or Veteran Owned? This is not a request for proposals and does not obligate the Government to issue a solicitation or award any contract. Responses to this notice shall be mailed, emailed or faxed to the attention of Donna Landrum (90C), Department of Veterans Affairs, Central Arkansas Veterans Healthcare System, 2200 Fort Roots Drive, North Little Rock, AR 72114. If provided by fax, send to (501)-257-1055 with a cover sheet identifying the attention name/address. Email responses may be sent to Donna.Landrum@med.va.gov. TELEPHONE RESPONSES WILL NOT BE ACCEPTED. Responses must be received no later than 4:30 PM local time, December 30, 2003. Firms responding to this announcement failing to provide all of the required information cannot be used to help the Government make the acquisition decisions, which is the intent of this synopsis. The purpose of this synopsis is to assist in determining potential sources only. No solicitation is currently available. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. If a solicitation is issued, it will be announced late in FedBizOpps and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought synopsis will not result in inclusion to a prospective bidders mailing list or to receive a copy of the solicitation.
