Description
NA The U.S. Army Corps of Engineers is seeking expressions of interest from firms who are interested in proposing on a combination lump sum fixed price and indefinite delivery indefinite quantity contract for security services for protection of facilities and personnel in Iraq. Primary areas of operation will be around Baghdad, Mosul, and Basrah; however, services may be provided throughout CENTCOM where U.S. Army Corps of Engineers operations are underway. Services may include: 1. Convoy escorts (vehicular and personnel) and travel protection: protection of designated personnel from terrorist or criminal attacks during travel to/from project worksites and while engaged in the performance of duties. Includes actions to counter, deter, detect, and respond to threats to designated personnel through threat analysis, personal security operations, operations security (OPSEC), responsive communications, and integrated team support. 2. Supervision and administration of security forces: Includes scheduling of securi ty force activities, prioritizing tasks and missions, developing work rotation schedules, providing liaison between the contract security force and Corps of Engineers command/staff elements, and providing administrative support & oversight for all contract security personnel. 3. Facility access control and guards (posted and patrolling): Physical protection of facilities, personnel, property, and materials. Includes actions to counter, deter, and detect threats through physical overwatch, static or mobile surveillance, and foot or vehicle patrol activities at designated sites. 4. Anti-terrorism support and analysis: Includes security planning by AT/FP specialists. Overall responsibility is to protect personnel, information, and critical resources from c riminal or asymmetrical threats. Includes AT/FP operations, physical security assessments, risk management, intelligence analysis, and combating terrorism. 5. Personnel security details (PSD): Includes VIP security details. Duties are to provide specia lly trained employees to protect designated personnel from assassination, kidnapping, injury, and embarrassment. Responsibility includes actions to counter, deter, detect, and respond to threats to designated personnel using threat analysis, personal secu rity operations, operations security (IPSEC), responsive communications, and integrated team support. There will be one (1) base year, plus four (4) one year option periods for a possible total of a five (5) years, if the Government chooses to exercise the option periods. The solicitation documents for this solicitation may be provided on CD-ROM. The pac kage will be provided free of charge and should not be returned. Paper, hard copies, of the plans and specifications will not be provided. Offerors are asked to submit their expressions of interests on or before December 26, 2003. It is the offeror's re sponsibility to ensure they have received any subsequent amendments. All responsible sources may submit a proposal and will be considered for award. A firm's physical address for United Postal Service (UPS) delivery, telephone number, facsimile number, e mail address and a English speaking point of contact should be provided to facilitate mailing of the CD-ROM solicitation to interested firms. No reimbursement will be made for any costs associated with providing information in response to this announcemen t or any follow-up information provided.
