- NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil . Contractors may view and/or download this solicitation and all amendments from the i nternet after solicitation issuance. Description of work: Construct softball field complex environmental administrative building, transfer station, a recreation vehicle parking lot and a recreation area and the demolition of buildings 1412 and 1413 (app. 2 0,000sq.ft). This work includes all necessary site preparation, site utilities, paving, parking lots, sidewalks and landscaping. Asbestos abatement required as part of demolition. This project is located on Hunter Army Airfield near Savannah GA. The proje ct will be solicited and procured using a Performance Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best tec hnical proposal and best price. Award will be made to an offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. The technical proposal will be evaluated utilizin g the factors set forth below. Factor 1: Construction Past Performance; Factor 2: Corporate Relevant Specialized Experience; Factor 3; Construction Duration. The estimated cost range of project is from $3,000,000 to $5,000,000. Network Analysis System will be required. Competition will be limited to 8(a) firms serviced by SBA Region IV District Offices (GA, AL, NC, SC, TN, MS, FL, KY) or must have an established, verifiable full time branch office (as defined by SBA) within Region IV which have 236220 a mong their approved NAIC Codes. This solicitation will be issued in electronic format only and will be available on or about January 12, 2004. Notification of amendments will be through use of the internet. No additional media (CD-ROM, floppy disks, faxe s, etc.) will be provided.
