Description
NA Synopsis: Solicitation W91238-04-R-0001. Indefinite Delivery Indefinite Quantity for Hazardous Toxic and Radioactive Waste Investigations and Studies, Nationwide, including U.S. Territories. Description: The Government intends to award four Indefinite D elivery, Indefinite Quantity (IDIQ) multiple awards, five-year contracts with a total capacity not to exceed $15 Million over the five-year period (base period and four one-year option periods). Work performed under this contract may be either Civil or Mi litary projects for various and varied Government agencies (federal, state or local) in locations nationwide to include all U.S. territories. Work may occur within the South Pacific Divisions civil and military boundaries (parts of California, Arizona, Ne vada, Utah, Wyoming, Colorado, Idaho, and Oregon). Work may include providing support to the South Pacific Division including their customers the Department of the Interior, National Park Services Pacific West Region and Environmental Protection Agency, R egion IX. The Department of the Interior, National Park Services Pacific West Region (PWR). Their territory includes parts of California, Hawaii, Idaho, Nevada, Oregon, Washington, and the islands of the outer Pacific American Samoa, Guam, and Saipan. We are currently supporting activities for PWR in the Alaska Area Region (Alaska and the Aleutian chain). Another customer is the Environmental Protection Agency, Region IX and their territories, which includes Arizona, California, Nevada, and Hawaii. EPA Reg ion IX also work with 147 federally recognized tribes in the Pacific Southwest. Additionally, the regional offices environmental responsibilities extend into the Pacific Ocean well beyond Hawaii. To the west and south of Hawaii are hundreds of islands with an estimated population greater than 300,000, where EPA has an active and direct role. The islands are scattered over an area larger than the 48 contiguous United States. These island jurisdictions consist of the U.S. territories of Guam and American Samo a, the Commonwealth of the Northern Mariana Islands, and other unincorporated U.S. Pacific possessions. There is no limitation to the size of Task Order issued other than the maximum contract value. Our intent is to award four contracts from this solicita tion, with at least two unrestricted and two set-aside for small business. The unrestricted contracts will have both firm fixed-price and cost reimbursement capabilities, while those contracts set-aside for small business will be firm-fixed price. The fol lowing services and work may be required: Professional services for HTRW and Environmental Investigations and Studies, which may include soil, surface water, and groundwater sampling and testing; Sampling and testing of underground storage tanks and miscel laneous containers; Monitoring well installation; Preparation of environmental documentation including Health and Safety Plans, Quality Assurance, and Quality Control Plans, Project Management Plans, Data Management Plans, and Community Relations Plans; Re lated studies for water quality, storage tank leak detection, air emissions, low level radiation, mine waste and miscellaneous requirements; Preparation of cost estimates (M-CACES); Preparation of feasibility studies; and Preparation and coordination for p ermit applications. Contractor may be tasked to prepare environmental impact statements (EIS), Records of Decision (ROD), environmental assessments (EA), findings of no significant impact (FONSI), environmental baseline surveys and special studies required to support the NEPA and planning process. Examples of areas of special studies are historic Preservation Plans, Fish and Wildlife Management Plans, Outdoor Recreation Plans; aviation and noise. Specific scope of work for specific projects will be issued w ith each Task Order. Business Size: Our intent is to award four contracts from this solicitation, with at least two unrestricted and two set-aside for small bu siness. NAICS, FSC, SIC Code This procurement will be conducted under NAICS code 541620. The size standard for this NAICS code is $6 million. This procurement will be conducted under FSC code B510. Estimated Cost Not applicable(Service Contract) The aquisition met hod is negotiated procurement. A technical and price proposal will be required. Large businesses competing for the unrestricted contracts must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on the part of the work i t intends to subcontract. The FY04 recommended goals for subcontracting are 57.2% to small business, 10% for Small Disadvantaged Business, 10% for woman-owned small business, 3.0% for Hubzone Small Business, and 3.0% for Service Disabled Veteran-Owned Smal l Business. A firm that submits a plan with lesser goals must submit written rationale to support the goals submitted. A Request for Proposal (RFP) Solicitation and all related information for this project will be issued via the USAED, Sacramento District, Contracting Divisions website at Http://www.spk.usace.army.mil/cespk-ct/ will be available for download on or about 5 January 2003.
