- NA The US Army Medical Research Acquisition Activity intends to negotiate on an other than full and open competitive basis with the American National Standards Institute (ANSI) for development of a searchable database of standards relating to homeland securit y. Deliverables include a search engine providing access to all homeland security standards, an alerting function on all homeland security standards under development, and a web portal covering all associated links to homeland security standards and relat ed fields. The period of performance is to be 05 January 2004 through 30 September 2004. Statement of Tasks: 1. Investigate, gather, and develop a user specification of the whole project that would include the following modules, a. A database schema and design to meet the requirements of all elements necessary to track and to report on homeland security standards, both published and under development, b. Define search screen functionality, c. Define alerting requirements, particularly the criteria used to identify a change and the delivery mechanism for the alert, d. Identify an initial set of standards collections with which to launch the project, and work with SDOs to maximize automation of the retrieval of bibliographic data and documents (goal to utili ze XML based technology), e. Identify an on-going database maintenance schedule and requirements, f. Define the web portal structure and related/associated links. 2. Design and develop the database, configure the hardware, and create the web portal user in terface, including search engine, document retrieval functionality, and alerting mechanism. 3. Design and implement solution for acquisition, aggregation, and continuous update of SDO bibliographic data and documents, with as much automation as possible. This task will involve all SDOs contributing to the database and might take time to fully automate depending on the SDO's technical resources. No separate solicitation document exists. Interested parties must submit proof of qualifications to perform the tasks to the assigned contract specialist no later than December 23, 2003. After review of qualifications, the solicitation may be amended, if necessary, to reflect a competitive acquisition.
