Description
The following information is hereby incorporated into this RFI. The Closing Date remains at 6 January 2004. "Section 1 - Technical solution Provide a description of the proposed technical solution. Briefly describe your primary technical approach and alternatives, if any. Discuss the capability/scalability of the architecture to expand to meet the scope of the requirements. Section 2 - Compliance Assessment Show what part of the solution the responder would provide. Briefly describe the degree to which the proposed solution meets the requirements given in the compliance matrix. For each functional requirement, state whether your proposed solution includes the capability or whether it must be developed. Section 3 - Cost and Schedule Estimates Provide the estimate for delivering the proposed approach [and any alternative] to functional test. Base this estimate on the correlation matrix discussed in Section 2. Also, discuss cost drivers, cost tradeoffs, and schedule considerations. Section 4 - Corporate Expertise Briefly describe your company, your products and services, history, ownership, financial information, and other information you deem relevant. In particular, please describe any projects you have been involved in that are similar in concept to what is described in this RFI, including management and operations approach, security requirements, security assurance processes, and any relevant lessons learned. Describe any demonstration systems that could be made available early in the pre-design and development process to help accelerate the schedule. Section 5 - Additional Materials Please provide any other materials, suggestions, comments, or discussion you deem appropriate. Industry Day The MEASURE Program Office and the METCAL AIS Standing Committee will hold an industry day to discuss this RFI with interested potential respondents. Details will be made available at a later date. If you wish to attend Industry Day, please respond to the contact provided below. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Sources are urged to describe their solution at a level of detail comparable to that that will allow a proper evaluation. The information received in response to this RFI will be reviewed and summarized by the project technical staff and the METCAL AIS Standing Committee.
