Description
NASA's Goddard Space Flight Center plans to issue a Request for Proposal for an "on-site" Master of Science in Safety Science Management academic program in support of the GSFC's Career Development and Employee Worklife Office, located in Greenbelt, MD. This program will be accredited by the Applied Sciences Accreditation Commission of the Accreditation Board for Engineering and Technology (ABET) and have been run successfully for a period of three or more years in a university setting. Contractor's located outside the state of Maryland must also have applied for and received permission from the Maryland Higher Education Commission to grant out of state graduate level degrees in Safety Science. The provided courses will consist of a minimum of thirty-six (36) credit hours of instruction. All coursework will be taught by instructors who are full-time employees of the university and who are ranked no lower than Associate Professor or its equivalent. The program should provide the following developmental outcomes for GSFC civil servant participants: ? Enable them to design and manage sophisticated safety and health related programs that address human and system safety hazards common to GSFC flight project missions. ? Expand their knowledge of the latest scientific developments in the field of safety science. ? Develop their capacity to provide expert organizational leadership in support of the Center's safety and reliability. ? Apply scientific research and problem solving skills to the specific safety related issues and problems faced by GSFC project teams. ? Enable graduates to manage higher-level safety, health and environmental job functions NASA/GSFC intends to purchase these services from Indiana University of Pennsylvania (IUP). The authority for this action is 10 U.S.C. 2304(C)(1), Only One Responsible Source. The Indiana University of Pennsylvania (IUP) is one of only six schools in the country whose Master of Science in Safety Science is accredited by the Accreditation Board for Engineering and Technology (ABET). It is the only school currently authorized by the Maryland Higher Education Commission to grant out-of-state graduate-level degrees in Safety Science. Though located outside Maryland, it has applied for and received approval from the Maryland Higher Education Commission to grant out-of-state Master of Science degrees in Safety Science. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 26, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
