- Description
- NASA/LaRC plans to issue a Invitation for Bids (IFB)for construction of a new Badge and Pass Office, Building 1314 and revovation of the existing Badge and Pass Office, Building 1228, NASA Langley Research Center, Hampton, VA. The scope of the effort includes, but is not limited to, the following: BASE BID: Provide a new 3,500 (approximate) square foot building and related site work including removal of existing security perimeter fencing, providing new ornamental fencing and new concrete sidewalk. Site utilities will include new water lines for domestic and fire water, gravity fed sanitary sewer, connection to existing package lift station, and electrical feeders and connections to new building. The new facility will be brick and concrete masonry unit bearing wall structure on a poured-in-place concrete slab and foundation. The roof structure will be pre-engineered, prefabricated metal trusses, metal deck, rigid insulation, metal roofing and soffit and fascia panels. Interior walls will be gypsum wallboard on metal studs. Also included will be a new, installed HVAC System, Plumbing fixtures, Fire Protection System, and new power for all electrical requirements. OPTION NO.1: Provide site modifications to the existing roadway entrance and parking areas. OPTION NO.2: Renovation of the existing Badge and Pass Office, Building 1228 including removal of existing walls and glass storefront, provide new bullet resistant storefront and sliding door, removal and replacement of an existing hot water boiler, and removal and replacement of an existing electrical panelboard. The order of magnitude for the procurement is $1,000,000 to $5,000,000 and the effort shall be completed within 450 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program. This procurement is set-aside for HUBZone small businesses. The NAICS Code and small business size standard for this procurement are 236220 and $28.5M, respectively. The anticipated release date of the IFB is on or about December 22 with an anticipated offer closing date of on or about January 28, 2004. The firm date for receipt of bids or proposals will be stated in the IFB. Drawings will be available from the Bid Distribution Office. Instructions for obtaining drawings will be posted in the IFB. All responsible, qualified, HUBZone small businesses may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement with the exception of the drawings will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
