- Solicitation RFP-CAZ-04-027 is being issued as a Request for Proposals. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This combined synopsis/solicitation number RFP-CAZ-04-027 advertises the USDA Forest Service, Central Administrative Zone?s intent to solicit and negotiate with only one source under the authority of FAR 6.302 (See Note 22). The single source for this procurement is Earth Search Sciences, Inc., 1729 Montana Highway 35, Kalispell, Montanal, 59901. Award will be made to procure hyperspectral image data for the Simi and Old fires which occurred in Southern California in 2003. Both raw and corrected reflectance data, including correction coefficients and a written description shall be included in the final product. The exact flight coordinates for the hyperspectral image data will be provided by the Rocky Mountain Research Station. The data must be received by the USDA Forest Service, Rocky Mountain Research Station within 21 days of receipt of award. The following Federal Acquisition Regulation (FAR) Clauses will be incorporated into the awarded contract: FAR 52.212-1, Instructions to Offerors ? Commercial Items; FAR 52.212-2, Evaluation of Commercial Items; FAR 52.212-3, Offeror Representations and Certifications; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (in effect through Federal Acquisition Circular 01-18). The following documents are required for this RFP: Interested persons must identify their interest and capability to respond to the requirement by submission of a proposal identifying their ability to provide the data and FAR 52.212-3, Offeror Representations and Certifications. All proposals must be received by close of business, 16:30, local time, January 26, 2004. Proposals shall be submitted to the USDA Forest Service, Central Administrative Zone, 240 West Prospect, Fort Collins, Colorado, 80526, Attention Christina A. Schofield, Contract Officer.
