- Description
- This is a Sources Sought as well as a mechanism for obtaining feedback from industry in regard to the general requirements as stated in this Sources Sought. THIS IS NOT A SYSNOPSIS FOR A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to the issuance of a Request for Quote. The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought. Interested sources should provide a capabilities package not longer than 10 pages demonstrating ability to perform the services listed below. Potential sources may submit resumes or personnel information plus information specific to their company including name, point of contact, size of business, and company profile. In addition, the potential source should include any pertinent information on contracts that have been performed by the company, similar in size and complexity to this effort. All items submitted shall not exceed 10 pages. The Department of Housing and Urban Development (HUD) intends to improve its Information Technology Project Management processes through establish of a Project Management Office (PMO) within the CIO organization, with appropriate staffing and resources. This new project management organization will have the authority to implement and enforce project management policy, standards and practices. A centralized PMO is required to implement a disciplined, consistent procedure for systems requirements management, quality assurance, configuration management, and project planning, tracking, and reporting. This organization will provide the necessary guidance and assistance HUD needs to ensure projects are managed to achieve the expected benefits in accordance with accurate and complete cost, schedule, technical, and performance baselines. The PMO will be managed by government resources and supplemented with contractor resources as necessary. The contractor shall provide support to carryout the following functions of HUD's IT PMO: 1) Standards a) Initiate and incorporate best practices and business standards b) Establish time and status reporting standards c) Establish project management documentation standards d) Establish technology standards 2) Project Management Methodology a) Develop, implement, and maintain project management methodology b) Evaluate project management methodology use and performance 3) Mentoring a) Provide technical expertise b) Facilitate project team formulation c) Facilitate evaluation of project manager and team d) Provide transfer knowledge to project managers e) Provide project management mentoring to executives 4) Project Management Information Systems (PMIS) a) Establish and maintain a PMIS b) Arrange and manage PMIS connectivity with other systems: Finance, HR, Procurement, Legal c) Specify project Management reporting requirements d) Establish and maintain project management database e) PMIS support -input and output 5) Systems and Software Management a) Ensure system and software standards are applied b) Acquire and provide enterprise software access c) Manage internal project management software development 6) Competency Requirements a) Establish project management competence requirements at all levels b) Maintain individual competency and skill training needs c) Determine need for external resources d) Develop a viable, multi-dimensional training plan 7) Career Path Management a) Establish a career path for project managers b) Provide and documents professional advancement c) Incorporate coaching 8) Policies and Procedures a) Project management methodology implementation b) PMO integration c) Change management d) Project reporting 9) Process Control, Support, and Improvement a) Planning consolidation, project selection, and project integration b) Proposal development and procurement management c) Integrated scheduling, cost control, and estimating d) Document control and archiving e) Risk management and methodology f) Change management g) Project auditing h) Project recovery i) Process improvement 10) Communication a) Guidance on reporting b) Access to information c) Meeting guidelines d) Distribution process e) Metrics for performance reports f) Process for administrative closure The contract type is anticipated to be a Firm-Fixed Price contract for five years. The period of performance consists of one base year plus four option years. It is the Government's intention to conduct this procurement in accordance with the Federal Acquisition Regulations (FAR) Subpart 8.4 - Federal Supply Schedules, utilizing GSA Information Technology (IT)-Schedule #70. The resultant contract will be awarded on a best value basis. At this time, a solicitation is not available.
