- NA The United States Army Corps of Engineers, Kansas City District has an immediate need for a Nuclear Regulatory Commission (NRC) or NRC-Agreement State licensed waste disposal facility to permanently dispose of Class A low-level radioactive wastes and 11(e) (2) byproduct material generated throughout the continental United States. The purpose of this notice is to identify potential sources that can provide disposal services that will include project management, reporting, inspections, equipment, and all othe r resources to provide permanent disposal of NRC or NRC-Agreement State regulated Class A Low-Level Radioactive waste and 11(e)(2) byproduct material. The potential capacity for a future contract for the services described above shall not exceed $10,000,0 00 and is expected to be awarded as a single, firm-fixed-price, Indefinite Delivery/Indefinite Quantity contract, without task order limits. The North American Industry classification System (NAICS) code for the work and services described is 562211. Pot ential sources are requested to submit a capability statement that addresses the following Key areas: 1. LICENSES Potential sources must provide a copy of their Class A Low level radioactive waste license and NRC 11(e)(2) byproduct material license. Als o include any other applicable Federal, State and local operating permits. 2. CAPABILITY Potential sources must provide information describing the following: a. Operational capacity of the Class A and 11(e)(2) disposal cells. b. Mode of transportatio n capabilities (rail, truck, etc.) and type of container and/or packaging requirements. 3. BUSINESS SIZE Potential sources shall identify if they are a large, small, 8(a) program participants, HUB-zone certified, woman or veteran-owned businesses. Defin itions: 11.e (2) Byproduct Material: The tailings or waste produced by the extraction or concentration of uranium or thorium from any ore processed primarily for its source material content, (AEA Section 11e(2) or 42 USA Section 2014(e)(2)). Class A Low Level Radioactive Waste: Radioactive material that (a) is not high-level radioactive waste, spent nuclear fuel, or 11(e)(2) byproduct material; and (b) the Nuclear Regulatory Commission classifies as LLRW. For disposal purposes, the NRC classifies Low L evel Radioactive Waste as Class A, B, and C, depending on the activity of specific radionuclides, (LLWPA Section 2(9) or 42 USA Section 2021b(9)).
