- NAICS Code: 541990 The U.S. Environmental Protection Agency (U.S. EPA) Office of Atmospheric Programs (OAP) Climate Protection Partnerships Division (CPPD) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to North American Technician Excellence (NATE) of Arlington, VA. under the authority of FAR Part 6.302-1. The purpose of this acquisition is to obtain summary reports on technical committee meetings to review and update certification knowledge areas of technical expertise standards for the heating, ventilation, air conditioning and refrigeration (HVAC/R) industry. The technical committee shall be convened with individuals representing multiple segments of the HVAC/R industry, including manufacturers, contractors, trade associations, utilities and education. NATE is uniquely qualified to meet this requirement due to the fact that it is the only known organization that promotes a quality training and certification program which helps increase the understanding of proper installation of HVAC/R units thereby decreasing the inefficiency associated with current industry practice. The NAICS Code for this procurement is 541990. It has been determined that because of the ability of NATE to test and certify industry technicians, with more than 15,500 already being certified, it is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
