- The Department of Homeland Security, U.S. Customs and Border Protection, U.S. Border Patrol Air and Marine Operations Center, El Paso, Texas is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation EFO-4-R-0004 is being issued as a Request for Proposals for commercial items. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-18. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. OFFEROR SHALL INCLUDE A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3, Offeror Representations and Certifications-Commercial Items along with the evidence of registration in the Central Contractor Registration. The North American Industry Classification System code is 336413. The small business size standard is 1,000 employees. THIS IS A SMALL BUSINESS SET-ASIDE. A single award will be made. This is a brand name procurement and equals are not acceptable. The Government is upgrading, on a credit exchange basis, AS350B3 Servos. The following DUNLOP cores are offered for credit: CLIN 10: P/N AC67032 1 ea $______ each credit; CLIN 20: P/N AC67244: 9 each $______ each credit; and CLIN 30: P/N AC67246: 2 each $______ each credit. The following SAMM Servos are to be purchased. CLIN 40: P/N SC5072: 1 each $______ each; CLIN 50: P/N SC5083: 9 each $_____ each; and CLIN 60: P/N SC5084: 2 each $_____ each. The Government will ship the exchange cores to the Contractor within 5 calendar days after award. The Contractor must notify the Government of the acceptability/non-acceptability of the cores within 30 calendar days after award. Should an exchange core be determined to be non-acceptable, the applicable full purchase price cited above will be paid (no credit applied). Delivery shall be within 60 calendar days after award of the contract. Only new parts are acceptable. Delivery is to be FOB destination to DHS/CBP U.S. Border Patrol Air and Marine Operations Center, 9C Butterfield Trail, El Paso, TX 79906. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation criteria is as follows: Award will be made to the technically acceptable, lowest priced offer from a responsible Offeror as defined in FAR Part 9, and who also has a satisfactory record of past performance as defined in FAR Subpart 42.15. FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition with the following addenda: FAR 52.252-2, Clauses Incorporated by Reference (available at http://www.arnet.gov/far). Flag Commercial Vessels. Include a list of customer references, which includes point of contact name and phone number. Banking information (POC, bank account numbers, etc) will also be required.
