- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number: DTCG41-04-Q-W4529 is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 2001-17. The North American Industry Classification System (NAICS) code is 334515 and the small business size standard is 500 employees. The government intends to award a Firm Fixed Price Order/Contract utilizing Simplified Acquisition Procedures (SAP). IMPORTANT NOTICE: FAR 52-232-33 (Payment by Electronic Funds Transfer Central Contractor Registration, May 1999) mandatory requirement for contractor to be registered in the CCR database. CONTRACTORS MAY REGISTER ON-LINE AT HTTP://WWW.CCR.GOV/. IT IS MANDATORY TO OBTAIN A DUNS NUMBER PRIOR TO REGISTERING. CONTRACTORS SHALL CALL DUN & BRADSTREET (1-800-333-0505) TO OBTAIN. AWARD CANNOT BE MADE UNLESS REGISTERED. The U.S. Coast Guard Training Center Yorktown wishes to procure 9 each. SMALL BOAT ELECTRICAL SYSTEM TRAINERS. The device will simulate the operation of a direct current Small Boat electrical system. The device may be set up as a 24 or 12 Volt direct current configuration. The device will be designed for a classroom environment. The device will be housed/mounted on a frame or cabinet with rolling/locking caster wheels. The following features are at a minimum: 1. A control panel with fuses and switches or circuit breakers containing at a minimum the following circuits: engine starter button, horn button, bow/anchor light, running lights, stern light 2. The device will feature a corded plug and operate from a standard 120VAC, 15Amp, 60 Hz power receptacle. 3. The trainer components will simulate the appearance, feel, and operation of the devices represented. The indications, measurements, and readings on the devices represented will accurately duplicate the operation of a small boat electrical system. 4. The following devices shall be represented: ? Alternator (belt driven by electric motor) ? Engine Starter operated by momentary push button ? Red & Green navigation lights (running lights) ? White navigation lights (bow/anchor light, stern light) ? Starting batteries ? Signal horn operated by momentary push button The device will be capable of simulating the following malfunctions in the operation of a direct current Small Boat electrical system. 1. Open start switch 2. Low battery output 3. No battery output 4. Faulty starter solenoid coil (if the chosen starter has a solenoid coil) 5. Faulty starter 6. Faulty alternator (no/low output) 7. Broken wire or bad connection in lighting circuit 8. Open (blown) fuse or tripped circuit breaker to running lights 9. Open (blown) fuse or tripped circuit breaker to bow/anchor light 10. Open (blown) fuse or tripped circuit breaker to stern light 11. Faulty running light switch 12. Faulty stern light switch 13. Faulty horn push button 5. If the device contains an operational battery bank, a suitable charger to maintain the battery bank will be installed. The charger, if installed, will be installed as an integrated part of the device operating on standard 120VAC single phase, 15Amp, 60 Hz power. The units will be delivered to the following address: U.S. Coast Guard Training Center, ATTN:TEW, End of State Road 238, Yorktown, VA 23690-5000. The shipping terms will be FOB Destination, and complete delivery must be made within 100 days from the receipt of the order. PARTIAL SHIPMENTS WILL BE ACCEPTED. The Contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar sale, provided such warranty is available at no additional cost to the government. The government will award an order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation that will be most advantageous to the government, price and other factors considered. The government reserves the right to evaluate technical compliance/conformance with specifications as indicated and make a best value decision. This could result in award to other than the lowest price offer. All responsible sources may submit an offer, which will be considered by the agency.
