Description
The National Cancer Institute (NCI) proposes to acquire the services of Mr. Ronald H. Defelice, Hagerstown, Maryland, to serve as a consultant to the Director, Office of Scientific Operations for NCI-Frederick, which is a Government Owned, Contractor Operated (GOCO), Federally Funded Research and Development Center (FFRDC), located at Fort Detrick Army Base, Frederick, Maryland for a six month base period with one six month option period. Under the proposed consulting agreement, Mr. Defelice will perform the following tasks which are representative of the anticipated assignments but are not the complete list which is not currently available: 1) conduct studies and analyses as it related to monitoring NCI-Frederick Contractor programs and projects; 2) coordinate and facilitate intellectual property transactions between NCI-Frederick Contractors and the NCI to ensure compliance with applicable guidelines and statutes; and 3) provide advice and counsel concerning administrative aspects of the operation of the NCI-Frederick as a Federally Funded Research and Development Center, especially as it relates to planning for the future of NCI-Frederick. Mr. Defelice, a former NCI Employee, worked at the NCI-Frederick since its inception in June, 1972. He is uniquely familiar with the operation of the NCI-Frederick, having personally developed most to of the Policy and Procedures utilized to govern the contractual aspects of this Government-owned, Contractor-operated facility. Adding to this uniqueness, he was the sole DHEW (now DHHS) representative to the federal interagency task force responsible for formulating the FAR regulation (FAR 35.017) governing Federally Funded Research and Development Centers (FFRDC) such as the NCI-Frederick. As outlined above, Mr. Defelice has specialized expertise of FFRDCs and the NCI-Frederick that is not available elsewhere. This service is commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. This notice of intent is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, they may submit a capability statement which must demonstrate a thorough knowledge and experience with FFRDCs, GOCOs and intellectual property guidelines. They also must demonstrate an indepth knowledge of the history and the operations of the NCI FFRDC. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI research to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1PM EST on December 23, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
