- Description
- It is the intent of the National Heart, Lung, and Blood Institute (NHLBI), for the National Institutes on Drug Abuse (NIDA), Center on AIDS and Other Medical Consequences of Drug Abuse (CAMCODA) at the National Institutes of Health, intents to purchase services to develop Program Announcements (PA?s) and Request for Applications (RFA?s) and working meetings on Women and Gender Research. The meetings will discuss the integration of clinical women?s and gender research with behavioral, sociologic and anthropologic research and international AIDS prevention and treatment research in the Caribbean. Independently, not as an agent of the Government, the contractor shall furnish the necessary material and equipment to perform the following tasks: Task 1: Complete Study on Substance Abuse and Women?s Health Project; Task 2: Workgroup meeting planning on the Division of Epidemiology Service and Prevention Research (DESPR)/CAMCODA project on Biological Mechanisms Mediating Social Determinants of Drug Abuse; Task 3: International Research meeting and project, Caribbean Initiative on Drug Abuse and HIV/AIDS; Task 4: As a resource research, complete project involving Community Based Organizations in drug use/AIDS research; Task 5: Expanding Research of CAMCODA in Medical Consequences Project on Drug use and Dental/Oral-facial health; Task 6: Pharmacotherapy Issues for Opiate and Nicotine Dependence in Pregnancy and Lactation in collaboration with the Office of Aids Research (OAR), Women and Gender Research Work group and the child and Adolescent Health Work Group. All work under this project shall be monitored by and coordinated with the NIDA Project Officer. The project shall be completed approximately six (6) months after the date of award of the contract or by June 30, 2004. The Government estimates that nine hundred sixty (960) labor hours are required to complete the performance of this requirement. The successful contractor must have a minimum education of a Ph.D. in Maternal and Child Health from an accredited university. The contractor must have extensive clinical experience treatment on pregnant women drug using and infected with HIV. The contractor shall have experience as Medical Advisor on Women?s Health, food and Drug administration and must be a member of the American College of obstetricians and Gynecologists. Offerors are requested to submit a proposal which includs: (1) a Fixed loaded hourly rate; (2) estimated amount for travel and miscellaneous expenses; (3) Curriculum Vitae, documenting education and experience; (4) a minimum of three (3) references or contracts completed during the past three (3) years and all contracts that are currently in process that are similar in nature to the solicitation work scope. References or contracts listed may include those entered into by the Federal Government, agencies of state and local governments and commercial concerns. Offerors that are newly formed entities without prior contracts should list contracts and subcontracts as required above for all key personnel. The following information must be provided for each reference or contract: (a) Reference?s and / or Contracting Officer?s Name and Telephone Number; (b) If contract, Program Manager?s Name and Telephone number; (c) Name of Contracting Organization; (d) Contract Number; (e) Contract Type; (f) Total contract Value; (g) Description of Requirement; (h) and the Dun & Bradstreet (DUNs) number. This requirement is under the North American Industry Classification System (NAICS) code 541710 with a size standard 500 employees. This acquisition is solicited as a total small business set-aside. Proposals are due on December 31, 2003 and they will be evaluated on conformance to the Government?s requirements and price. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial prices are fair and reasonable and that discussions are not necessary. All responsible sources may submit a proposal which if timely received shall be considered by the agency.
