- Point of Contact Mr. Greg Massey, P.E., Electrical Engineer, Facilities Office, (913) 551-1093 or Ms. Cindy Townsend, FAO, Contract Specialist, (913) 551-1068 ARCHITECT AND ENGINEERING, PROFESSIONAL SERVICES/SUPPLEMENTAL SERVICES The Federal Bureau of Prisons (BOP), Field Acquisition Office, announces an opportunity for Architect-Engineering Firms to provide Supplemental Architectural Engineering Services for a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government anticipates two awards from the resulting solicitation. Work under this contract will be for various BOP facilities in the states of Colorado, Illinois, Indiana, Kansas, Michigan, Minnesota, Missouri, Nebraska, South Dakota, and Wisconsin. Disciplines and services may include, but are not limited to: architecture, electrical, mechanical, structural, civil and geotechnical engineering, cost estimating, elevator, life-safety, fire-safety, code-compliance, Section 106, and hazardous material consultant services, life safety inspections, investigations, land surveys, materials testing services, comprehensive subsurface investigations, preparation of construction documents, estimates, bidding services, construction administration and/or assistance to BOP staff in the preparation of in-house designs or related work. Services may also include special studies, reports, programming, site evaluations, environmental assessment for remediation, and other associated work. Preparation of design documents may, at the BOP?s request, be required in English, Soft Metric or Metric dimensions. Most projects will take place in a fully occupied, fully operational, secured correctional environment. Most projects require complex design effort and detail, along with extensive coordination between design disciplines, the institution, and the Regional Office during design and construction. Nineteen institutions in the North Central Region are comprised of two prison complexes and several institutions and satellite camps, including two hospitals, two administrative maximum-security institutions, five high-security penitentiaries including the oldest BOP facility and the special confinement unit, one high rise institution, five medium-security institutions, two low-security institutions, and two minimum-security stand-alone camps. Projects at select institutions involve issues of National security. The average age of institutions in the North Central Region is 38 years. Given the close coordination between the successful firms and the Regional Office, selection of firms will be limited geographically to those located within a 50-mile radius of the North Central Regional Office in Kansas City, Kansas. Firms are to perform services as required by the issuance of individual task orders. The annual minimum estimated amount of task orders is $100,000.00, and the estimated maximum is $2,000,000.00. The estimated maximum amount of any individual task order is $2,000,000.00. Services will be required for a one-year base period, with four one-year option periods for a total of sixty months from the date of award. Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting SF-330, Architect-Engineer Qualifications. (Architect-Engineer and Related Services Questionnaire), dated not more than 12 months before the date of this synopsis. Selection criteria will be based on the following evaluation factors: Capacity and Capability/Technical Competence (20%); Project Team and Organization/Specialized Experience (35%); Experience and Past Performance (35%): Knowledge of Localities (10%). Submit graphics (maximum of three pages per project) of not more than five significant and/or complex renovation projects completed in the past five years. Identify the lead designer and address the design approach with salient features for each project. Discuss how the client̓s program, function, image, mission, economic, schedule and operational objectives were satisfied by the overall design/planning solution. Include tangible evidence where possible such as certificates, awards, peer recognition, etc., demonstrating design excellence. Provide a client reference contact for each project, including name, title, address, phone, fax numbers, and email. A portion of one page presented for each project must include a representative floor plan and either a site plan or a building section. Submit resumes of key personnel outlining commitment to projects and qualifications and relevant experience as individuals and as a team. Submit a narrative outline (maximum of three pages) describing the firm̓s project management planning, coordination, scheduling and production facilities, capabilities and techniques for both design projects and construction inspection the firm̓s commitment to opportunities for small, minority and women owned business. Submit a narrative outline, (no more than three pages), with examples, describing the firm̓s ability to evaluate/develop accurate preliminary project budgets; ability to control project costs during design process; ability to design within funding limitations, methods used to coordinate construction documents, work of various engineering disciplines, and provide general production quality control. Submit a narrative outline, not more than one page in length, stating how much of the work will be performed within the states of Colorado, Illinois, Indiana, Kansas, Michigan, Minnesota, Missouri, South Dakota, and Wisconsin, and where the main production office where the work will be performed is located. Submit a total of five copies to Cindy Townsend, FAO Contracting Officer, U.S. Department of Justice, Federal Bureau of Prisons, North Central Regional Office, Tower II, 8th Floor, 400 State, Kansas City, KS 66101., with the outer envelope bearing the following information: IDIQ Architect/Engineer Services for NCRO, the Due Date and Closing Time. All responses must be received not later than January 21, 2004, 3:00 PM local time. Late responses are subject to FAR Provision 52.2 14-7, and failure to submit all required information may result in rejection of your proposal. Based on these submissions, a short list of a minimum of six firms will be selected for an interview. Firms should be prepared to discuss their submittals and to demonstrate their ability to fulfill the contract requirements. Firms will be selected for contract award based on submissions, interviews, and price. The selected firms must negotiate overhead and profit, and hourly rates for anticipated disciplines for use in negotiating fixed price task orders, and may be required to submit to an audit prior to negotiations.
