Submissions shall be in accordance with the attached information at the place and time specified. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau for International Narcotics and Law Enforcement Affairs, Office of Asia, Africa, Europe/NIS Programs. PURPOSE: The purpose of this personal services contract position is to provide operating or management officials with the evaluative material they need for effective direction of the U.S. narcotics control programs overseas. II. Scope of Work: The Contractor shall: Plans, develops and conducts program analyses of substantial scale and impact regarding extremely complex and diversified subjects which have a substantial impact on a national scale, e.g., diversion of licit drugs for illicit purposes, the legal aspects of international narcotics control conventions. Directs and manages other management analysts in the development, maintenance and monitoring of integrated reporting system(s) affecting programs with functions and operations that are extensively interrelated in the areas of international drug control (UN) initiatives, law enforcement training, chemical control and demand reduction. Assesses the communication of information to management for effective evaluation of program operations and milestones in the management and conduct of a variety of concurrent or sequential studies, analyzes, extracts, summarizes and identifies significant trends and issues. Forecast and estimates program requirements and prepares programmatic reports, justification, charts, graphs, statistical and narrative data, etc. for top-level presentations and briefings. Conducts management surveys, audits, projects, etc. and provides advisory services to operating or management officials. Program study assignments involve bureau operations, strategy and functions of significant complex in the fields of international narcotics control training, demand reduction and the UN drug control agencies. Oversees execution of programs of broad scope and agency impact carried out by the UN drug control bodies as well as those programs funded by the U.S. in international narcotics control training, control of precursor and essential chemicals and demand reduction. Reviews and interprets new and established directives, instructions, regulations, etc. and delegations of authority for potential impact on major program objectives, operating policies, work operations are realistic. Prepares internal instructions, operating policies, procedures, guidelines, etc. concerning assigned program(s) and recommends required changes and adjustments and objectives. Prepares INM position papers presenting/defending/justifying the Department's counternarcotics policy stance and projected directions as a result of extensive study and analysis of significantly complex issues. III. Desired Qualifications: Knowledge of a broad range of program management policies, concepts, practices, and principles in order to analyze and develop recommendations for improvement in program operations and objectives, development of new strategies to approach problem areas or to redefine new goals and objectives of US international narcotics control funded programs in other countries and in the UN. Knowledge of extensive operating programs and the interrelationships among such programs to perform program analysis by developing and evaluating the effectiveness of new or modified program objectives and operations. Knowledge of complex, interrelated bureau activities, organization, functions and operations. Knowledge of, and skill in using management information system(s), office automation systems and processes, computer applications, principles, and techniques, including ability to develop and implement new automated systems for control and support of interrelated program operations. Knowledge of basic statistical, accounting, budget and economic principles and techniques. Skill in applying complex fact-finding, analytical and problem solving methods and techniques to identify interrelated program problems, draw conclusions and recommend appropriate action or solutions to improve program efficiency and effectiveness. Skill in oral and written communication to prepare and present recommendations and solutions regarding complex issues based on analysis and evaluation, including the preparation and presentation of reports, proposals, charts, and graphs, etc. Ability to establish and maintain effective relationships with and gain confidence and cooperation of supervisors, managers, and representatives of other agencies to accept proposals on complex issues. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described above. V. Compensation: Compensation for the position will be negotiated as follows: level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
