NAICS code is 541420. The scope of the Oklahoma City Air Logistics Center (OC-ALC) Maintenance, Repair and Overhaul (MRO) Transformation Program requirement includes all efforts necessary to design, develop, construct, install, implement and deliver dramatically improved maintenance, repair and overhaul processes and facilities. The program will address a Lean & Cellular transformation of the MRO system for aircraft, engines, commodities, with the first initiative having a specific aim of addressing the F100 engine. Follow-on initiatives will target the following areas: the General Electric family of engines (F110, F101, F108, and F118), TF33 engine, and the KC-135 aircraft Program Depot Maintenance (PDM). Lean & Cellular transformation of commodities will be addressed as stand alone business units or as they impact or are impacted by engine and aircraft production lines. All other maintenance processes, including but not limited to the F119, E-3, B-52, B-1 and weapon system software will also need to be addressed as part of this effort. There are six types of tasks associated with the OC-ALC MRO Transformation Program: (1) Program Management; (2) an Overarching OC-ALC MRO Transformation Program Plan; (3) Business Unit Plan (4) Cell Design; (5) Business Unit/Cell Implementation; and (6) Over and Above. Contemplate use of ID/IQ contract with a ten-year ordering period. The approximate proposal/quote response submission date will be 19 Feb 2004. Past Performance information submission date is 19 Jan 2004. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
