Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. . The combined synopsis/solicitation number is W91ZLK-04-T-0145. CLIN 0001- Flight Follower System to include; Servo Motor Driven Mirror, Mirror Control Unit, Lap Top Control Computer, Control Software Environmental Housing Unit with Fan and Heater, DRS Technologies Model 106-500-00 or equal (1 each); Imacon 200 (16) frame/8 channel ultra high speed digital framing camera, 10 bit 1024x1280 CCD's high resolution MCP tubes F/O couples to CCD, wit h Nikon mount. Exposures range from 5nsec to 2 msec, with framing rates up to 200 million FPS. Special optics kit and mounting to microscope includes 10 meter F/O control cable, control computer, (2) monitors capable of 1280x1024 resolution, cd manual, t ransit case, DRS Technologies model 116-100-F00 or equal). Requisition Number W81C5M-3328-0016. Acceptance shall be at Destination. Shipping shall be FOB Dest. Delivery shall be to the U.S. Army, Aberdeen Proving Ground, MD 21005. The provision at 52.2 12-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items applies to this acquisition; fill-ins in Paragraph (a) are Technical Capability, Price and Past Performance and less importan t than price. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, must be provided with offers. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. T he clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. Evaluation of bids/offers will be based, among other factors, upon total price quoted for all items. The Government will award a contract resulting from this solicitation to the responsible offeor whose offer conforming to the solicitation will be most advantageous to the Government, price, delivery and past performance will also be considered. The technical evaluation will be a determination as to equality of the product and shall be based on information furnished by the vendor. The government is not responsible for locating or securing any information which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cu ts, illustrations, drawings, or other information) necessary for the government to determine whether the product meets the salient characteristics of the requir ement. Responses to this RFQ must be signed, dated, and received via electronic mail fax by 19 Dec 2003 no later than 11:00 AM EST at the US Army Contracting Agency, SFCA-NR-APC-T (Jeanine Worthington), 4118 Susquehanna Avenue, Aberdeen Proving Ground, MD 21005-3013. Vendors who are not registered in the Central Contractor Registration (CCR) database prior to award will not be considered.
