- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation ? A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number N00181-04-Q-0157 applies and quotations are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-18 and the Defense Federal Acquisition Regulations Supplement 1998 Ed. Norfolk Naval Shipyard anticipates issuing a firm fixed-price contract for the rental of TWO (2) DIESEL POWERED JP-5 PUMPS, GODWIN MODEL HL80M OR EQUAL* with the following specifications: GENERAL SPECIFICATIONS: A) Pump must provide 150 GPM at 50 PSIG discharge pressure. Limit RPM of motor to 1450 RPM; B) Pump must able to prime automatically and quickly for suction lifts of up to 28 ft without use of foot valves; C) 60 gal minimum diesel fuel tank; D) Pump shall be a separate compact unit mounted on a trailer type chassis with integral fuel tank. Total weight including fluids, must be stenciled on the unit; E) Pump must be capable of continuous operation. Normal duty for the pump will be to supply JP-5 fuel to ship tanks in an emergency; F) Max. working pressure of pump unit shall be 50 PSIG; G) Hose connections to be 3 inch suction and 2 inch discharge (Kamlock); H) Unit shall have discharge pressure gage (0-100 PSIG min); I) Unit shall have winterizing features such as water jacket heaters and lube oil sump heaters to ensure rapid starting during freezing conditions; J) Unit shall be provided with one 3 inch suction hose with male/female Kamlok end fittings, tested and cleaned for JP-5 oil service. Ends shall be covered with tape to prevent debris from entering hose. MAINTENANCE/WEEKLY CHECKS: Contractor shall visit NNSY pump installation site weekly and perform necessary preventative maintenance and visual checks (fluid levels, gauge, and battery). Pump shall be serviced by Contractor as required. The Government shall provide diesel fuel to support pump operation.; Contractor shall provide operational training to Government personnel. CONTRACTOR RESPONSIBILITY: A) Provide all parts requiring repair and/or replacement under circumstances of normal equipment wear and tear at no additional charge: B) Dispatch contractor representative in response to service request to repair/replace pump within 24 hours notification by Government at no additional charge; C) In the event that the equipment is required to be removed from the pump installation site to be transported to the contractor's facility for repair/replacement, the contractor shall bear all responsibility for loss or damage of the equipment from the time it leaves the Government site until such time it is returned to the Government. GOVERNMENT RESPONSIBILITY: A) Provide operators; B) Performance basic maintenance (outside of the weekly site visits required of the contractor) to include: Monitoring oil/fuel levels; Monitoring all fluid levels (diesel engine and pump); Monitoring all gauges; Periodic lubrication of linkages; C) Equipment movement within the shipyard; D) Lost items and equipment damage beyond normal wear and tear; ADDITIONAL NOTES: New or used equipment may be provided. The Government reserves the right to inspect the proposed equipment prior to contract award. Units will be used for pumping JP-5 fuel oil. Units will be located in an area where they will be exposed to everyday weather and seawater mist. It is the contractor's responsibility to provide any protective covering for the unit(s). PERIOD OF PERFORMANCE; Two (2) pumps are required for the period of 20 Jan 04 through 19 Aug 04. Contractor shall provide Firm Fixed-Price for the rental period and shall provide breakdown of rental charges to include monthly, weekly and daily rates. The Government intends to issue a contractor for the subject period of performance with an option to include an additional rental month through 18 Sep 04. The Government reserves the right to return the unit at any time prior to the established expiration date of the period of performance. Rental rates shall be prorated to reflect the actual rental dates. The Government will provide the contractor with a 24 hour notice of early expiration. *All parties offering on other than the model specified MUST include sufficient specification literature/data to ensure that a complete technical evaluation may be made of the product offered. DFARS 252.204-7004 ?REQUIRED CENTRAL REGISTRATION? APPLIES. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Parties responding to this Request for Quotation may submit their quote in accordance with their standard commercial practices (i.e. company letterhead, quote form etc) but must include the following: 1) Complete mailing/remittance address(es); 2) Prompt payment discount (if applicable); 3) Delivery schedule; 4) Taxpayer ID#, 5) Complete certifications as required herein.
