- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ)]. Offers may be submitted for the brand name, Precision Filter, Inc., or equivalent. If the offer is for equivalent items, the offerer must submit evidence establishing that equivalent items are fully compatible with an EDAS Dynamic Data Processing System without further modification. Items required are as follows: 1) 28016-M3 Standard 16 slot Chassis with integral Cooling, quantity 1 ea. 2) 28016-ACPS-1 Power Supply, 120 VAC, quantity 1 ea. 3) 28000A-BIF1-T Backplane Interface Module with Test Hardware, quantity 1 ea. 4) 28000-1BUF4 Quad Channel Buffered Outputs (BNC), quantity 16 ea. 5) 27000/28000-GUI-WIN System Software for Telnet IF and Local GUI, quantity 1 ea. 6) SM18A Slide Mount Kit, 18-inch, for 28016 Mainframe, quantity 1 ea. 7) 28104-F8500-TD6-6 Quad Channel Bridge Conditioner, 6-pole, low-pass, Fc's 500 Hz to 127.5 kHz with Programmable AC/DC Coupling, quantity 4 ea. 8) BC1/124 Bridge Completion Modile. 1,2, or 4-Arm Cofiguration, 4096-step Bipolar Shunt Cal, quantity 4 ea. 9) BR1/124-350-10762 Bridge Resistor Module, 350 Ohm Completion for 1, 2 or 4-Arm Bridges, 4096-step Shunt Cal Scaling Resistor, quantity 4 ea. 10) 28454-F8500-TD6-6 Quad Conditioner with Constant Current Excitation, 6-pole, low-pass, Fc's 500 Hz to 127.5 kHz with Programmable AC/DC Coupling, quantity 12 ea. 11) BC4 Bridge Completion Module. Configuration with Switches for Current Sense, quantity 12 ea. 12) BR4-100 Bridge Resistor Module for Current Sense (100 Ohms), quantity 12 ea. 13) 28000-2-TEST Test Subsystem Instrumentation and Cables, quantity 1 ea. 14) 27000-ENET-4SI Ethernet Serial Hub (4 serial channels), quantity 1 ea. 15) 28104-TEST-WIN 28104 Factory Acceptance Test and Go/No-Go Software (1/CPU) Executable under Windows OS, quantity 1 ea. 16) 28454-TEST-WIN 28454 Factory Acceptance Test and Go/No-Go Software (1/CPU) Executable under Windows OS, quantity 1 ea. The provisions and clauses in the RFQ are those in effect through FAC 01-16. The NAICS Code and the small business size standard for this procurement are 423430, 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Building 21, Cleveland, OH 44135 is required within 90 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 4:30 PM EST Tuesday, December 23rd, 2003 to Daniel Rodriguez, NASA Glenn Research Center, 21000 Brookpark Road, MS: 500-305, Cleveland, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/Proc/home.tme Offerors shall provide the information required by FAR 52.212-1 (Oct 2003), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (OCT 2003), Contract Terms and Conditions-Commercial Items is applicable. Addenda to FAR 52.212-4 are as follows: 1852.227-86 "Commercial Computer Software- Licensing." FAR 52.212-5 (OCT 2003), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.203-6, 52.219-4, 52.219-8, 52.219-23, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-5, 52.225-13, 52.225-16, 52.232-34, and 52.247-64. Selection and award will be made (on an aggregate basis) to the lowest priced, technically acceptable offeror, with acceptable past performance (delete if past performance will not be considered)]. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
