Description
NASA Langley Research Center plans to issue a Draft Request for Proposal (DRFP) for Structures & Materials and Aerodynamic, Aerothermodynamic & Acoustics Technology for Aerospace Vehicles on or about December 23, 2003. The award of multiple cost-plus-fixed-fee indefinite delivery/indefinite quantity (IDIQ) contracts is expected. The objectives of these task order contracts are to: 1) Support research and development in materials and structures technology related to aerospace vehicles, with emphasis in the research areas of mechanics and durability, structural dynamics, aeroelasticity, metals and thermal structures, analytical and computational methods, advanced materials and processing and nondestructive evaluation sciences. Research and development in both structures and materials technology may include the use of systems analysis to determine the potential benefits of different configurations including the potential benefits of various technologies on these different configurations; 2) Support research and development in aerodynamics, aerothermodynamics, and acoustics technology related to aerospace vehicles, with emphasis in the research areas of configuration aerodynamics, computational modeling and simulation, flow physics and control, aircraft noise prediction and control, aerothermodynamics, hypersonic airbreathing propulsion, advanced measurement, diagnostics, and instrument systems, and model systems. The technology covers a wide variety of aerospace vehicles concepts that may include both Earth and other planetary flight applications. Vehicle configurations of interest may include traditional as well as non-traditional concepts. Vehicle flight speed regimes of interest may extend from subsonic through flight at hypersonic speeds. Research and development in these technical areas may include the use of systems analysis to determine the potential benefits of the various technologies; and 3) research and development for the integration of structures and material technologies with aerodynamic, aerothermodynamic & acoustics technologies. The DRFP will be issued pursuant to NASA FAR Supplement 1815.201. Questions/comments are invited from potential offerors on all aspects of the DRFP, including the requirements, schedules, proposal instructions, evaluation approach and subcontracting goals. The Government is not requesting proposals in response to this DRFP, does not intend to award a contract on the basis of the this solicitation and does not intend to pay for any information received regarding this solicitation. Prospective offerors are invited to submit questions/comments in writing to the Contract Specialist, Tianda M. Sherrell, by e-mail to Tianda.M.Sherrell@nasa.gov. Telephone questions will not be accepted. The anticipated release date of the Final RFP is on or about January 30, 2004 with an anticipated offer due date of on or about March 1, 2004. A cost-plus-fixed fee contract is contemplated for this effort with a period of performance of sixty (60) months. The NAICS Code and Size Standard are 541710 and 1500 employees, respectively. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. All responsible sources may submit an offer, which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
