- Description
- The National Interagency Fire Center (NIFC) has a need to dry lease up to 20 airplanes for ten (10) years, to be used on wildland fire missions for lead plane and other administrative activities. The aircraft will be flown in mountainous terrain below 500 feet in turbulent conditions. The aircraft shall be made available for the year-around exclusive use by the Government and flown by U.S Forest Service Pilots. The Government shall provide fuel and pilots, and the contractor(s) shall provide all maintenance to the aircraft throughout the life of the contracts. Government-owned facilities are not available for contractors use. The Government anticipates awarding two contracts for ten (10) aircraft each, which may be of different types and models, on a fixed-price monthly lease and flight hour basis. Delivery of the aircraft is anticipated to be over a two-year period (2004 through 2005). The Government intends to use Federal Acquisition Regulation Part 15 procedures, with full and open competition, and award performance-based contracts on a best-value basis. The aircraft will be evaluated on its ability to perform low level leadplane and air attack missions, and its ability to perform administrative activities. This will be accomplished by offerors making available fully equipped aircraft (one of each type/model offered) for test flights to be scheduled during the evaluation process prior to contract awards. We anticipate posting the solicitation on this website within 30-60 days from the posting of this notice.

- Address: For the purpose of the lease(s), Boise Idaho will be the Designated Base. However, the aircraft will be positioned throughout the country and physically located at various USDA Forest Service locations to best meet the needs of the Government.
