Description
The Centers for Disease Control and Prevention intends to issue a sole source purchase order to the Perkin Elmer 710 Bridgeport Avenue Shelton, Ct 06484-4794. The Multiprobe II Automated Liquid Handling System which is used by CDC. CDC believes that its requirements are met by only one provider; however all responsible sources that can meet the requirements listed herein may submit a quote which will be considered by the agency. Description of system: The 8-channel liquid handling component design is based on a X-Y-Z Cartesian robotic platform. The system must have a stationary deck and one dispense head capable of moving over the working surface. The liquid handling system must be capable of utilizing both Teflon-coated fixed, washable sampling tips and disposable tips on the same Z-drives and sampling tip adapters. This option must allow the use of both disposable tips and fixed washable tips within a single protocol without requiring any user-intervention to switch from one tip type to another. This configuration must allow any number of 8 channels to be designated as either fixed or disposable in function. The instrument must be able to use all eight channels at one time in either the fixed or disposable configuration. Each sampling tip must be capable of independent motion in the Z-direction. The system must be capable of using eight fixed or disposable tips in concurrent operation. Additionally, the system must be capable of using any combination of fixed or disposable tips in concurrent operation. All tips (regardless of type) will be located on a single arm for high throughput sample processing. The system must provide liquid level sensing in a multi-tipped mode with both fixed, washable tips and conductive disposable tips. Disposable tip capacities must be 20ul, 200 ul, or 1 ml. Use of a peristaltic pump with the fixed tips must provide a bulk-dispense capability to assist in washing fixed tips to minimize carry-over contamination. The system must provide a Liquid level sensing, which is capable of detecting non-ionic solutions such as deionized water, DMSO or methanol. The system must incorporate Sensors that enable detection of successful disposable tip attachment. The system must have a capacity for up to 32 deck positions for locating microplate/accessories when it is used independently. The system software must operate under the Microsoft WindowXP Operating System. Software Features The software must be able to completely control the liquid handling system. The software shall allow customizable tests (assays), linkable assays and the capability of performing sample transfers, standards, controls, pre-dilutions, serial dilutions, mixing and reagent dispensing. The software shall provide the ability to define customized message boxes before and after protocols or between tests allowing for easier user instructions and interfacing with other instrumentation. The software shall allow the incorporation of pauses or delays to allow incubations within a protocol. The software must enable the user to determine when to dispose of tips and when to reuse them. Additional options include: A gripper arm capable of accessing the entire deck in addition to off-deck positions allowing for integrations of additional equipment. Deck Expansion module allowing for additional microplate/accessory positions A Tip Chute accessory for off-deck disposal of disposable tips A single position plate shaker A vacuum pump Long-side bar code reader Ability to integrate up to two plate stakers for additional capacity. This procurement will be processed under the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirements. This notice is not a request for competitive proposals. The government will consider all proposals received by close of day Sunday, December 21, 2003. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
