- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quotation (RFQ)# 127656 is assigned and shall be referenced on any quotation submitted. This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAIC) Code is 541519 with a business standard of $21.0 million dollars. This solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities website http://www.fedbizopps.gov. The site provides downloading instructions. All future information about this acquisition including solicitation amendments, will also distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in a Firm Fixed Price - One Time Buy contract. The Federal Bureau of Investigation (FBI) intends to acquire on sole source basis from 3D Systems, Inc. Valencia, CA software upgrades and hardware maintenance for the SLA 350/3500 and the Viper si2. 3D Systems, Inc., is the manufacturer and the only source capable of providing these services. The proposed contract action is for software upgrades and hardware maintenance for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement. FOB Destination, FBI, ERF Bldg., #27958A, Quantico, VA 22135. All responsible sources may submit a quote which shall be considered. All quotes shall be submitted to the address listed below no later than 4:00 P.M. ET, December 29, 2003, quote clearly marked with RFQ 127656. Fax quotes will be accepted and, in fact, are encouraged at (703)339-2750. No hand carried quotation will be accepted. Bidders are hereby notified that if your quote is not received by the date/time and at the location specified in this announcement, it will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-17. The following clauses and provisions are incorporated by reference and apply this acquisition.
