Description
This is a pre-solicitation notice for the maintenance of the paint booth compressors on Luke AFB. Statement of Work: 1.0. DESCRIPTION OF SERVICES. The contractor shall provide all management, labor, material, parts, equipment, transportation, certifications, and tools necessary to maintain, service, calibrate, and repair breathing air and shop air compressors and associated ancillary equipment at Luke AFB, AZ to ensure the sustained mission capability of the aircraft paint facility, Building 922. A list of the systems currently requiring maintenance and repair are located in Appendix A. 1.1. Basic Services: The contractor shall inspect, service, test, calibrate, and maintain the complete breathing air and shop air compressors and ancillary equipment in accordance with the most current editions of 29 CFR 1910 and 1926, and the manufacturer?s recommendations and service bulletins. The contractor shall develop and maintain record files within the paint facility that document tasks performed, the results, components replaced, and any system performance limitations after service completion. .1.1. Material disposal: The contractor shall dispose of hazardous waste removed from the paint facility at an off base location in accordance with applicable federal, state, and local pollution laws and regulations. 1.1.2. Spills: For any spills caused by or resulting from the Contractor's action or inaction, the Contractor shall provide all necessary manpower, equipment and material to implement all spill response, containment, cleanup and reports required by Federal, State, and local laws, regulations and standards. The Contractor shall be responsible for any damage resulting from Contractor caused spills. The Contractor shall report any spills to the CO immediately. 1.1.3. Services not included. Repair and parts necessitated by accident, fire, abuse, and/or misuse by government personnel, as determined by the CO. The contractor shall commence repair work only after notification from the contracting office or representative agency. 1.2. MAINTENANCE AND INSPECTION PROGRAM: A positive Quarterly Preventive Maintenance (PMI) and Inspection program shall be implemented in accordance with the manufacturer?s recommendations. Inspections shall be coordinated with the corrosion control facility shop supervisor and the government Quality Assurance Person (QAP). Field engineer(s) will be physically present, have proper test equipment, parts, and tools, and be ready to begin work within the time specified above. Deficiencies found during PMI?s shall be corrected during scheduled maintenance, ensuring optimum uninterrupted systems operations. 1.2.1. Maintenance Reports: The contractor shall develop and submit all reports to the Government QAP, summarizing all maintenance performed. Type written reports shall be submitted within 5 business days after inspections are completed. The reports shall identify maintenance tasks performed during inspections, and identify maintenance and repair discrepancies noted during the inspection that have not yet been repaired. 1.3. Intervening Repairs: Will be on an as required basis, with response time not to exceed 8 hours during paint booth normal operations, (7:00 AM-4:00 PM), excluding weekends and federal holidays (e.g., since an 8-hour response time is required, and the operating hours are 7:00 a.m. to 4:00 p.m., then a call to the maintenance contractor at 2:00 p.m. would require a physical response from the maintenance contractor no later than 1:00 p.m. the following workday). Field engineer(s) will be physically present, have proper test equipment, parts, and tools, and be ready to begin work within the time specified above. The contractor shall provide effective maintenance and repair of all equipment identified in Appendix A and this statement of work. Contractor shall have a point of contact available during Luke AFB normal business operations with an initial call back response time not to exceed 1 hour after government notification of a repair call. Repair calls shall only be accepted by the contractor from authorized individuals. Contractor shall submit work orders to the QAP prior to leaving the work site and job completion. 1.4. Replacement Parts. The contractor will be reimbursed at invoice cost for parts required to replace defective items that are beyond economical repair on equipment identified in this statement of work. Only new parts or parts of equal quality that are specified by the equipment manufacturer will be used in effecting repairs. Parts replaced will become the property of the government. The contractor will return all replaced defective parts to the QAE, unless the replaced parts are used for trade-in as authorized by the Contracting Officer (CO) or his designated representative. 1.5. Warranty. All work performed shall be covered by a 90-day contractor warranty. All parts replaced shall carry manufacturer?s warranty. 1.6. Material Disposal: The contractor shall dispose of debris removed from the paint facility at an off base location in accordance with applicable federal, state, and local pollution laws and regulations. 1.6.1. Material Safety Data Sheets: The Contractor shall maintain a current inventory and submit a copy to the CO of all hazardous materials and file of hazardous material safety data sheets (MSDS) describing the hazards of any chemical used in the performance of this contract. This file shall be made available for review immediately upon request. The Contractor shall request from his supplier a MSDS for each new material ordered. These sheets will then be placed in the hazardous material data sheet file. This is in addition to the requirements of FAR clause 52.223-3, Hazardous Material Identification and Material Safety Data in Section I of the contract. 2. GOVERNMENT FURNISHED PROPERTY AND SERVICES. (See APPENDIX C) 3. GENERAL INFORMATION. 4.0. QUALITY ASSURANCE. The government will periodically evaluate the contractor?s performance by appointing representatives to monitor performance to ensure services are received. The government representative will evaluate the contractor?s performance through intermittent on-site inspections and receipt of complaints from base personnel. The government may inspect each task as completed or increase the number of quality assurance inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality control inspections if performance dictates. The contractor shall be responsible for initially validating customer complaints. However, government representatives shall make the final determination of the validity of customer complaints. 5.0. GOVERNMENT REMEDIES. The contracting officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions for Commercial Items (May 1997), for contractor?s failure to correct nonconforming services. 6.0. HOURS OF OPERATION. The contractor shall establish a work schedule which requires preventive maintenance and inspections to be performed during normal duty hours 7:00 am to 4:00 pm, Monday through Friday. These hours are concurrent with the local Base Civil Engineer maintenance shops. 7.0. SECURITY REQUIREMENTS. The contractor shall ensure each employee obtains the proper pass and identification items applicable for contract personnel and non-government owned vehicles. The Security Forces Pass and Identification office issues these forms. Security Forces office is located within building 1150, 2nd floor, West side, 7383 N. Litchfield RD, Luke AFB, 623-856-6521. The contractor shall not access any restricted area unless escorted by proper military/DOD personnel. 8.0. SPECIAL QUALIFICATIONS: The contractor shall be an authorized Quincy distributor or factory-trained by Quincy. Proof shall be submitted in the form of a certificate or license. 8.1. The contractor shall be fully staffed on the first day of work under the contract. Individuals who are performing the work must be experienced, fully qualified, speak and understand English, and a regular employee of the contractor; day laborers are not acceptable. "Fully Qualified" is based upon training and on experience in the field. For training, the employee has successfully completed a formalized training program on the type of equipment to be serviced. For field experience, employees must have as a minimum 2 years of experience (except for equipment newly on the market) with respect to scheduled and unscheduled preventive and intervening repair maintenance of equipment listed in this contract. 8.2. If subcontractor(s) are used, the CO must approve them; the Contractor shall submit any proposed change in subcontractor(s) to the CO for approval/disapproval. 8.3. The Contractor shall provide written assurance of the competency of their personnel and a list of credentials of employees performing services at Luke AFB. The CO may authenticate the training requirements, request training certificates or credentials from the Contractor at any time for any personnel performing services under this agreement. The CO specifically reserves the right to reject any of the Contractor's personnel and refuse them permission to work on Luke AFB if warranted and if it is in the best interest of the Government. This is set aside for 100% small business. All contractors must be registered in central contractor registration www.ccr.gov prior to award of this contract. A solicitation will be posted on or about 23 Dec 2003. A firm fixed price contract will be issued.
