Description
This market survey is to elicit comments on the "draft" Statement of Work (SOW) from the industry for the feasibility of and interest in providing Geo Spatial Information Systems services. This is not a Request for Proposal (RFP). The Government is also requesting from the industry to provide a "draft" performance based work statement to provide services. The intent is for the Government to use the draft SOW or performance based work statement in preparing the upcoming RFP. The objective is to assure the Government acquires the use of the best available Geo Spatial Information Systems. The contractor must demonstrate a thorough knowledge of the laws and regulations controlling all aspects of providing contracting services to the Bureau of Indian Affairs (BIA). The contractor must be able to fulfill all BIA, Navajo Region's requirements to handle Trust Data. The draft SOW includes the geographic area alternately identified as the Bureau of Indian Affairs - Navajo Region, the Navajo Nation or the Navajo Indian Reservation in parts of Arizona, New Mexico, & Utah and for identification of all sources of GIS (Geo Spatial Information Systems) data. The Government is responsible for providing its data and to identify other likely sources of data and negotiate with those entities to acquire that data. A list of those entities includes but is not limited to the Navajo Nation, the three aforementioned States, the Department of the Interior and its' subordinate Agencies and the various BIA Navajo Regional Branches. It will be the responsibility of the contractor to determine in consultation with BIA, the suitability and fitness of that data. The contractor shall compile, develop, and deliver an ARCGIS entity set of all known survey monuments in Navajo Region. Although BIA, Navajo Region, Forestry Branch has the responsibility to identify likely sources of this data and negotiate with those entities to acquire that data, it will be the responsibility of the contractor to determine, in consultation with BIA, the suitability and fitness of that data. The contractor will consult with the BIA to determine other sources of suitable and current data such as, but not limited to, recent USGS products. The contractor shall compile, develop and populate the data structure to comply with American National Standards Institute (ANSI) standards, FGDC Meta data standards, and the Spatial Data Standards for Facilities Infrastructure and Environment (SDSFIE) schema. In working to these standards, the contractor shall deliver the data from all sources converted to feature classes, entity sets, and entity types in a coherent Personal Geo database compatible and in accordance with the needs of Environmental Systems Research Institute's (ESRI) Arc/GIS version 8.3, 9.0, 9.1, etc. and BIA, Navajo Region, Forestry Branch. The contractor shall also deliver the data from all sources converted to shape files or coverages, as appropriate, compatible and in accordance with the needs of ESRI's Arc/View versions 3.2a, 3.3, etc. and BIA, Navajo Region, Forestry Branch. The spatial data will be prepared in a manner that when displayed on screen, will appear as representing elements of the Navajo Region as a single geography entity. All data will have proper topology, that is, each feature will be a point, line or polygon. All feature classes entity sets, shape files, coverage, entity types and their associated data files generated from coverages, shape files, metadata, attribute tables, map files and Geo data bases acquired from the Federal Government and Navajo Nation sources are the property of the Federal Government. The specifics governing the duration of the contract, the number of phases and the duration of the verification period will be determined by the Government. The proposed contract performance shall not exceed eighteen months, the number of deliverable phases shall not be less than three and the duration of the verification period for each phase shall be not be less than three months outside the fire season and four months during the fire season. For purposes of this project, fire season is defined as the period between April 1st and November 30th encompassing wild fire season in the western United States and the Prescribed Fires season on the Navajo Region. Please submit your written response to this announcement by close of business on January 9, 2004. Your response should address the draft SOW or provide a "draft" performance based work statement. Submit a brief qualifications statement about your company's ability and capacity to perform the work, and estimated price or price range to perform the work. Provide two (2) sets of copies to the Government. Can your company prepare an offer based on the draft SOW? If your company has a GSA schedule, please submit the information. What other or additional information would you need when the Government issues the solicitation? Telephone requests will not be accepted and all questions and inquires must be submitted in writing 10 calendar days before the close of this announcement. All material, data, documents, and related information shall be submitted to the Government at no cost. The Government will not return the material, data, documents, and related information to the responders.
