Description

Provide all labor, material, and equipment to construct the following project consisting of three parts. Public areas include an exhibit area, small theater, auditorium, gift shop, information desk and restrooms. Staff areas include both individual and open office space, a large classroom, and separate research and teaching laboratories. The maintenance area includes a repair garage, shop, storage and lockers. Construction materials will include structural twin tees on a poured concrete raft foundation, steel frame, metal studs, recycled wood and weathering steel siding, cast stone veneer, steel joists and decking covered with TPO roofing, aluminum windows and doors, standard office finishes and specialties, chiller, roof top units, boilers, sprinklers, plumbing, controls, lighting, power, and communications systems. The Building is approximately 29,507 square feet, not including the 1,622 square feet for the mechanical room in the basement. The Bear River Migratory Bird Refuge Education Center will house approximately 5000 square feet of interpretive exhibits. Also included with the exhibits are two large outdoor informational kiosks and a series of nine graphic "stations" along the Refuge automobile tour. The interpretive exhibits are composed of multiple graphic panels, custom-designed casework and metalwork, scenic design and fiberglass earth sculpture, and Audio/Visual hardware. The site program includes access roads, parking, loading and off loading area, bus parking and constructed wetlands. The project is located at the Bear River Migratory Bird Refuge, Box Elder County, Brigham City, Utah. Performance period is 550 calendar days from Notice to Proceed. The estimated price range is between $5 and $10 Million. The solicitation will be issued on or about January 5, 2004 with a closing date of on or about February 18, 2004. The solicitation will be available through the Governmentwide Point of Entry (GPE) (http://www.fedbizopps.gov). Please note that drawings and specifications will also be posted with the solicitation as .pdf files and will be available for download from the GPE. Parties that are unable to access the GPE and down load the solicitation, specifications and drawings, will be provided CDs containing all information. A fax requesting the CDS containing the solicitation, specifications and drawings, must be sent to 303-236-4791, Attention: John D. Peters. Please include the solicitation number, your company name, address, telephone number, contact name, and fax number. This acquisition is open to both large and small business. All responsible sources may submit an offer which will be considered. Award will be made to the responsive, responsible offeror whose proposal contains the combination of those criteria offering the best overall value to the Government using the Technically Acceptable, Past Performance and Price Tradeoff (PPT) best value continuum approach. Effective October 1, 2003, all contractors must be registered on the Central Contractor Registration (CCR) website as an active vendor in order to be eligible for an award.
