Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. MSC requirements of Civilian Mariner (CIVMAR) Lodging & MILDET in Alameda, California area for period 22 December 2003 through 21 January 2004. Contractor's lodging establishment shall be located within a ten (10) mile driving distance from Alameda, California by most direct route. This is an unrestricted requirement. Only written (fax or email) proposals will be accepted. Firmed Fixed Price Offers are due no later than 9:00am, 22 December 2003. POINT OF CONTACT: Claire Jones, at 619-553-7678, Fax 619-553-7695, e-mail: clarita.jones@navy.mil DESCRIPTION/SPECIFICATIONS/WORK STATEMENT Period of Performance: 22 December 2003 through 21 January 2004 (30 DAYS) C-1 - GENERAL Hotel(s) must be able to accommodate the CIVMARS and MILDET for additional days if needed. 1. STATEMENT OF WORK: Single Room Hotel Accommodations for personnel from the USNS KILAUEA. Contractor shall provide hotel accommodations as specified herein for CIVMAR and MILDET Personnel from the ship. Accommodations shall be in the Alameda, California. (NOT CROSSING THE BAY BRIDGE) 2. AREA OF CONSIDERATION: A single award will be made as a result of this solicitation, unless it is determined that a single award cannot be made. Contractor's lodging establishment shall be located within a ten (10) mile driving distance from Alameda, California, by most direct route. 3. LODGING SPECIFICATIONS/STANDARDS AND SPECIFIC TASKS : Hotel/Housing furnished shall be 3-diamond AAA or equivalent and be located within 10 miles from Alameda, California. The contractor shall provide name and location of the proposed hotel/housing in its offer. 4. ROOM SPECIFICATION: Only Single rooms and private bath required, kitchenette preferred but microwave and refrigerator is acceptable. Each room shall include bathing and toilet facilities. Wake-up service shall be available. 4.1. The following services shall be provided daily: bed making; linen exchange (may be provided weekly or as-needed, at the guest?s preference); clean towels, wash cloths and bath mat replacement as needed; replacement of drinking glasses; soap replenishment; replacement as needed of facial and toilet tissue; cleaning bathroom and fixtures. 4.2. Weekly services shall include: dusting and cleaning of furniture, walls, woodwork, screens, blinds, shades, windows, radiators, heating grills, fixtures, rugs and carpets, stairways, walks, decks, floors. 4.3. Provide daily Custodial and sanitation services such as trash removal, emptying ashtrays, vacuuming. 5. COST: The cost of lodging and meals shall not exceed the maximum allowable lodging and meal cost pursuant to the Government Joint Travel Regulations. Contacted hotels/housing for Government personnel are exempt from city, county and state sales and occupancy taxes. The Government will only pay for the actual number of day and rooms used. Changes, by the Government, can be made to decrease, at a pro-rated rate for any rooms that are not used. 6. LOG: The contractor shall retain daily lodging records including name/room occupied. Contractor shall invoice bi-weekly in arrears. Copies of daily records shall be attached to the weekly submission. 7. QUALITY: Hotel/Housing shall be furnished 3-diamond AAA or equivalent and be located within 10 miles from Alameda, California. Timely proof of rating may be required (such as providing website address with rating listed). The contractor shall provide name and location of the proposed hotel/housing in its offer. 7.1. Single rooms and private bath required, kitchenette preferred but microwave and refrigerator is acceptable. 7.2. Each room shall include bathing and toilet facilities. Wake-up service shall be available. 8. LAUNDRY FACILITIES: The lodging facility must have adequate laundry machines available. Coin operated washing machines and dryer facilities onsite for the use of the crew. At least one washer/dryer is desired for each 15 rooms at a minimum in addition to those available for guest use. 9. Period of Performance: Performance shall begin on 22 December 2003 and be completed by 21 January 2004 (30 DAYS). 10. Hotel Parking: Space shall be provided for the privately owned vehicles of the Civilian Mariners and MILDET at the Contractor's facility and at no cost to the Government or the Mariners/MILDET. The lodging facility shall provide complimentary parking for ship vehicles 11. Restaurant Facilities: The Lodging facility must have at least one dining facility on the premises that is capable of serving all three meals on a daily basis. Lodging facility will provide daily restaurant service. Desired 0530 am (breakfast) but no later than 0600 and ending not before 2000 hrs (dinner). The dining facilities must serve breakfast, lunch and dinner, Monday through Sunday. Box lunch may be ready for pickup with breakfast meals for MILDET (7 days a week) or delivered to the Ship NLT 1100 hrs daily. 12. DISTANCE TO PUBLIC TRANSPORTATION: The lodging facility must be within reasonable distance of a public transportation designated stop. 13. ILLEGAL ACTS. The Contractor shall take reasonable steps to prohibit gambling, drug sales or other illegal acts within the establishment. 14. LIABILITY: The Government assumes no liability for damage caused by the Government personnel. Any expenses incurred by the occupants (e.g., telephone use charges) other than as prescribed in the provisions of this contract, shall be the personal responsibility of the occupant. 15. QUALITY ASSURANCE: The Government shall monitor the Contractor's performance under this contract by the following methods: 16. COTR: The Contracting Officer's Technical Representative (COTR) (Ship?s Master or designee) may inspect facilities to ensure that state and local health, sanitation, fire prevention standards are being maintained and that accommodations are being furnished in accordance with contract specifications. Such inspections, if conducted, shall be conducted during normal business hours at unannounced times. Failure to meet contact requirements will result in contract penalties. 17. SAFEGUARDING VALUABLES: The Contractor shall provide a means of storing and safeguarding (safe or vault) small high value personal property of the occupants. Receipts must be furnished to the guests. 18. ROOM KEYS: Each occupant shall be given a key to his/her room at no charge and with no deposit fee. 19. EXTRAS: If any extra items or services other than as prescribed in the specifications of this contract are furnished, they will be charged to the individual receiving them and the Government will not be liable in any manner whatsoever for the cost of extra items or services furnished. The Government will not be liable for telephone charges, local or long distance calls. They will be charged to the individual placing or receiving the call or calls. 20. DEADLINE FOR CANCELING RESERVATIONS: The Contractor shall reserve the number of rooms specified in the contract. The Contracting Officer will negotiate contract changes. No other individual has authority to change contract requirements. 21. DOCUMENTATION. The Contractor shall provide the following documentation to MSC: 21.1. DAILY ROSTER: The first day a Mariner checks in, the Contractor shall verify the identity of the Mariner by his/her photo ID card. The Contractor shall maintain a roster that each Mariner and MILDET member must sign daily (Mariners/MILDET may sign for Weekends and Holidays on the preceding working day). The roster shall contain the guest's printed name, signature, and room assignment. 21.2. WEEKLY INVOICES: The Contractor shall submit, bi-weekly, to MSC Contracting Office, an invoice for the preceding week. The invoice must include copies of the daily sign in roster and the control log. 21.3. MISCELLANEOUS SERVICES. Desk clerks shall be able to explain to MILDET and Civilian Mariner personnel miscellaneous charges not covered by this contract; for example, personal telephone charges, and personal guests. The Contractor shall provide information of schedules for hotel & public transportation. 22. Exits: The facilities shall have signs indicating the locations of emergency exits prominently displayed on all floors utilized by the individuals lodged under this contract. The building shall be free of fire hazards. Fire evacuation plan shall be posted in each guest room.
