Description
An HF EXCOMM antenna specification for the DD(X) is currently being developed. In the initial stages of development, it is essential that viable candidate antenna designs for the evolving HF system be identified, delineated, and evaluated. This would allow the desired specification to be developed around the most useful candidate design. A system supporting up to eight simultaneous, separate, full-duplex, transmit and receive users is needed. There is no requirement that the antennas be full-duplex; full-duplex applies only to the radios. Separate transmit and receive antennas are acceptable. The proposed topside ship architecture precludes the use of antennas with radiating components above the ships outer surface. Thus, low profile antennas are required. The specification to be developed includes the HF EXCOMM system and related equipment. This equipment includes transmit and receive antennas and their associated ship interface components, multi???couplers or their equivalent, and any equipment used to provide transmit-to-receive isolation. In short, the HF EXCOMM system includes all RF equipment that lies between the radio interfaces and free-space. Detailed HF system requirements are given in MIL???STD-188-203-1A [1] which states, for example, that at HF, the radio equipment should be capable of providing omni-directional gapless coverage of up to 300 nautical miles from the transmitter (paragraph 5.1.2). The accuracy and stability of the HF emission, as well as other performance characteristics, are also given in the same reference (paragraph 5.3.2). The respondent shall provide as a minimum: (1) system block diagram detailing all of the system hardware and interfaces; (2) system performance data (measured or predicted) including loss, filter characteristics, size, weight, power, and other relevant performance data; (3) antenna design concept and performance (measured or predicted) including loss, efficiency, materials, gain, size, weight, power and other relevant performance data; (4) transmit-to-receive isolation concept and performance (measured or predicted); (5) transmit-to-receive link analysis for a 300 nautical mile path (ground wave) with a 10dB receive S/N ratio and a frequency range of 2-9 MHz; (6) a description of the system maturity level, and (7) ROM development cost estimate. Teaming is encouraged if necessary to provide a complete system approach. However, responses which do not include a complete system solution will also be considered. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement will be issued. However, SPAWAR and the Navy will utilize the information for technical and acquisition planning. It is recognized that cost information which is provided by the contractor is a preliminary estimate for planning purposes; the contractor will not be bound to these estimates. Subsequent acquisitions may follow in the ways which best meet Navy needs. The government invites comments related to possible purchase or acquisition strategies. If there is a GSA or other contract vehicle already available for the technology being proposed, please include this information in the response. All data received in response to this RFI marked or designated as corporate or proprietary information will be fully protected from release outside the government. It is not the intent of SSC-SD to reimburse providers for the cost of submitting information in response to this RFI. Selected solid model drawings of the DD(X) and Ref [1] below are attached.
