Description
The Defense Information Technology Contracting Organization (DITCO) intends to issue, under full and open competition, a Request for Proposal (RFP) for leased video/audio/data satellite uplink services in support of the American Forces Radio and Television Service (AFRTS) satellite network (SATNET). The primary purpose of this service is to provide an uplink of the AFRTS SATNET signal to Government furnished transponders in the Pacific Ocean Region (POR) and the Atlantic Ocean Region (AOR). The contractor will also be responsible for providing the necessary connectivity between contractor uplink facilities and the AFRTS production facility. The government will provide a single Multi Channel Per Carrier (MCPC) MPEG-2 digitally compressed video, audio and data signal containing: ten to twelve video channels with associated stereo audio; eleven stereo audio music channels; six monophonic audio radio news/sports channels; one each 1.544 Mbps (T-1), 128-Kbps, 64-Kbps, and 9.6 Kbps data channels. The RFP will be issued under the commercial acquisition procedures of FAR Part 12. Period of performance is a five (5) year base period, with five, one-year options. The Government will make a single firm-fixed price award to the lowest priced, technically acceptable offer. The RFP will be posted on or about January 9, 2004 on the World Wide Web at http://www.ditco.disa.mil under "Contracting Opportunities" under "Information Technology RFP/RFQ/RFI" of the DITCO Homepage.
