- Sources Sought Synopsis ? The Department of the Navy, Naval Air Warfare Center Aircraft Division, Special Communications Requirements Division (Code 4.5.11.1) is seeking sources to provide technical and engineering services and supplies to the SCR Division to support legacy, current and next generation telecommunication and related communication-electronic (C-E) system requirements and the design, development, integration, test and evaluation, and fielding of those systems, subsystems and components. The contractor shall be able to provide a full range of these services to include research, design, development, analysis, procurement, prototyping, fabrication, integration, installation, test and evaluation, training, and logistic support of telecommunication and related C-E systems, subsystems, and components. The resulting systems shall be employed within user locations or platforms including shipboard, shore-based (fixed, transportable and ground mobile), airborne, and handheld. Normal conditions for the systems may range from benign office surroundings to harsh environmentally unfriendly situations. The telecommunication systems have communication connection requirements varying from line-of-sight (LOS) to global, and from point-to-point, networked or broadband access. The technologies applied to the telecommunication transmission systems designed, developed, and implemented must meet or enhance performance requirements, with cost effectiveness and maintainability. Although not all inclusive, communication areas of specialty which are of particular interest to SCR Division and their sponsors include the following: Military Satellite Communications, Commercial Satellite Communications, HF Radio Communications/Technologies, Short Haul Tactical Communications, Commercial Wireless Communications, Leading Edge Wireless Technologies, Digital Networking Technologies, Encryption and IT Security Technologies and Electromagnetic Environmental Effects (E3). A solicitation will be issued reflecting a cost plus award fee or cost plus fixed fee type contract with a base year plus four option years estimated at 920,000 man-hours for the entire contract. The NAICS code is 54133. This office anticipates awarding a contract for the required services around June 2004. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability and adequacy of potential sources prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). Interested parties are requested to submit no more than 15 pages demonstrating their capability to perform the services listed above. This documentation shall address, as a minimum, the following: (1) prior/current corporate experience in performing efforts of similar size and scope within the last three years including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein; (2) company profile to include number of employees, annual revenue history, office locations, DUNs number, etc.; (3) resources available such as corporate management and currently employed personnel to be assigned to the project to include professional qualifications and specific experience of such personnel; (4) management approach to staffing this effort with qualified personnel. The staffing plan should address current hires that would be available for assignment to this effort, possible subcontracting/teaming arrangements, and strategy for recruiting and retaining qualified personnel.
