Description
BUDGET POLICY AND TREASURY ADVISORS The U.S. Department of the Treasury is competitively recruiting individuals to serve as Resident (long-term) and Intermittent (short-term) budget policy and treasury advisors to governmental officials of transitional and emerging economies. This recruitment is for assignments globally and significant international travel is required. For budget development, advisors may assist in the creation of laws and regulations, improved budget classification schemes, incorporating better forecasting methodologies into the budget process, and implementation of new procedures and budget presentations. For budget execution and treasury operations, advisors may assist in establishing/strengthening treasury functions, including developing new expenditure regulations, charts of accounts and other coding structures, and cash management systems. Advisors may also assist in the structuring of a governmental accounting system. Qualifications: Applicants should be self-starters with a background in government budget or treasury processes at the federal or state level. A Master?s degree in public finance or related field is preferred. Prior overseas work experience or proficiency in French or other languages would be distinct advantages. Applicants must be U.S. citizens or U.S. resident aliens. Salaries and Benefits: Salaries are negotiated in accordance with program regulations, based on demonstrated salary history and the skills required. The salary ranges are between $85,000 to $134,000, subject to January 1, 2004, cost of living adjustments (COLA). Successful applicants will be subject to a background investigation at the appropriate level. Overseas benefits are provided as allowed by federal regulations. This announcement is open and continuous until June 30, 2004, although selections may be made in advance of that date.
