Description

Description ? Surface and Garage Lease Parking Spaces For Prince George Metro II Building This notice is a combined synopsis/solicitation for commercial item prepared in accordance with the information FAR Subpart 12.6, as supplemented with additional information included in this notice. Department of the Treasury, Financial Management Service, intends to negotiate a sole source procurement with Prince George?s Metro Center, Incorporated for continued Lease Parking at our FMS location at 3700 East West Highway, Hyattsville, Maryland 20227. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) as request for Quotation No. RFQ-FY2004-MG040046, Surface and Garage Lease Parking Spaces for the Department of the Treasury, Financial Management Service, Prince George Metro II Building location at 3700 East-West Highway, Hyattsville, Maryland 20782. The purpose of this procurement is to acquire 650 lease parking space as follows: 650 Lease Parking Spaces for January 1, 2004 and starting with February 1, 2004, converting to 650 Garage Lease Parking Spaces for February 1, 2004 through September 30, 2005. This request will be for Base Year and 4 Optional Year. PERIOD OF PERFORMANCE; the period of performance of contract is Base Year ? January 1, 2004 through September 30, 2004. The periods of performance of options, if exercised, are as follows: Option Year One ? October 1, 2004 through September 30, 2005, Option Year Two ? October 1, 2005 through September 30, 2006, Option Year Three ? October 1, 2006 through September 30, 2007 and Option Year 4 ? October 1, 2007 through September 30, 2008. This contract is renewable at the option of the Government, by the Contracting Officer only, when written notice is give 60 days prior to renewable. The North American Industry Classification System (NAICS) for this procurement is 812930. All qualified business sources may submit a quote, which shall be considered by the Agency. Solicitation provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items (Nov 1999) are hereby incorporated by reference. The government will evaluate quotes in response to the synopsis/solicitation on the basis of conformance to the specification (100% conformance to specification, i.e., performance), delivery schedule, warranty, and price. All evaluation criteria are equal in importance. Award will be on the basis of technically acceptable low price quote. It is critical that quotes provide adequate detail to allow evaluation (see FAR 52.212-1(g). Include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Item (Feb 2000), with the quote. Clause 52-212-4, Contract Terms and Conditions-Commercial (May 1999), is hereby incorporated by reference. Clause 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Feb 2000), is hereby incorporated by reference. The following clauses apply to this solicitation and the resultant contract (b): 52.203-6, 52.219-14, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-34. Quotes for the item described above are due by 2:00 PM EST on January 2, 2004 and shall be mailed to Financial Management Services, 401 14th Street, SW, attn: James R.
