Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued (ii) This Solicitation HQ0095-04-T-0003 is a Request for Quotation (RFQ)(iii) This Solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular Volume 65, No. 18, dated 11 DECEMBER 2003. (iv) The applicable North American Industry Classification System (NAICS) is 541430, the corresponding size standard is $6 M. The Small Business Competitiveness Demonstration Program does not cover this procurement.(v)(Overview Personnel and Readiness Division has requested a hallway exhibit to depict their division. The exhibit will represent all eight of their agencies. A preliminary composition has been provided by DoD graphics. This composition has been pre approved by the client. Contractors invited to the bid will review this pre approved composition. The contractor must use the pre approved composition for the standards and specifications of the design. The contractor is encouraged to improve the design concept. All of the agencies have collected source material for the panel that depict their agency identity. The client has provided all reference material to present there agencies, however the contractor is encourage including photo references to enhance each composition. Requirements:The contractor will design 12 panels (3x8) ft (which include the style of lettering/ font for fabrication: the material used for fabrication). The contractor will give the look of fabrication in their compositions. Fabrication is not a part of this contract, however detailed specifications will be required to assist the fabrication contractor. Refer to rendering and specs for details.The client has provided source material on cds, floppy disk and hard copy. Several pieces of the source materials need scanning. (Two all the eight agencies provided source materials front hard copy) Two compositions are requested for each panel. The client will choose the final composition. Bid cost will provide client 3 revisions with up to 25% changes with each revision. The compositions can be shown in low-resolution format the compositions can also be reviewed via internet to save review time and approval of the composition. In review the composition must be able to show accurate color correction and color space.All final comps must be delivered on black gator board. All compositions must display high quality at a reduced size. Printed material must be lamented with scratch resistance surface. All specifications must be accomplished in Photoshop 6 or 7 or above, or the latest version of Freehand or Illustrator. All work must be done on the Macintosh platform. When reviewing composition, the client will accept low resolutions composition for review only. (pdfs, jpegs or tiffs) DoD graphics will accept file transferred via FTP.The final composition will remain layered and editable file with full resolution. All type fonts must be provided. Contractor must provide all disk/cd media when job is finished. A site visit will be conducted December 19, 2003 at 1:00 pm. (vii) Date(s) and place(s) of delivery and acceptance and FOB point: Destination, Washington, DC, and 30 days after receipt of order. (viii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1 entitled Instructions to Offerors ? Commercial (Oct. 2003). The following provision is being added as an Addendum: 52.252-2 entitled Clauses Incorporated by Reference (Feb 1998). Clauses may be accessed electronically at this address?www.arnet.gov/far.(ix) The following provision does not apply to this acquisition: FAR 52.212-2 entitled Evaluation -- Commercial Items. However, the Government intends to review quotes and award a contract without discussions. The Government reserves the right to conduct discussions if later determined by the contracting officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in offers received. Award will be based upon best value to the Government. (x) Offers are to include a completed copy of provision FAR 52.212-3 entitled Offeror Representations and Certifications -- Commercial Items (Jun 2003). Also if your company is a vendor not registered to do business with the Government, check web address: <http://www.dlis.dla.mil/ccr> and provide company?s CAGE Code with offer.(xi) The following provision applies to this acquisition: FAR 52.212-4 entitled Contract Terms and Conditions -- Commercial Items (Oct 2003). (xii) The following clause is applicable to this acquisition: FAR 52.212-5 entitled Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Oct 2003). The following FAR Clauses within the aforementioned clause are being selected as applicable: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-16, 52.232-33, 52.222-42, 52.222-43 and 52.222-44. The following clause is being added as an Addendum: 52.204-6 entitled Data Universal Numbering System (DUNS) Number, web address <http://www.dnb.com>), company?s DUNS Number is to be provided with offer. FAR 52.243-1 (Alt I) entitled Changes?Fixed Price (Aug 1987) and DFAR 252.204-7004 entitled Required Central Contractor Registration (Mar 2000).(xiii) The following clause is not applicable to this acquisition: DFAR 252.212-7001 entitled Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Mar 2000). The following DFAR clauses within the aforementioned are being selected as applicable: 252.247-7024.
